Appointing 2 National University Directors as Deputy Ministers

The Prime Minister has just issued a decision to transfer and appoint leaders of ministries and agencies, including transferring Director of Ho Chi Minh City National University Vu Hai Quan to hold the position of Permanent Deputy Minister of Science and Technology. Director of Hanoi National University Le Quan to hold the position of Deputy Minister of Education and Training.

Today (September 3), Prime Minister Pham Minh Chinh signed Decision 1887/QD-TTg on the transfer and appointment of Mr. Vu Hai Quan to hold the position of Permanent Deputy Minister of Science and Technology of Ho Chi Minh City.

According to this decision, Mr. Vu Hai Quan, member of the Party Central Committee, Chairman of the Council, Director of Ho Chi Minh City National University, was transferred and appointed to hold the position of Permanent Deputy Minister of Science and Technology. The decision takes effect from the date of signing.

Associate Professor, Dr. Vu Hai Quan was appointed by the Prime Minister to hold the position of Director of Ho Chi Minh City National University from January 2020.

Mr. Vu Hai Quan is one of the first graduates of Ho Chi Minh City National University. Mr. Quan received a bachelor's degree in information technology from the University of Natural Sciences (Ho Chi Minh City National University) in 1996 and stayed at the university to teach and research. In 2001, he received a scholarship to do research at the University of Trento (Italy). Here, he joined the research group on artificial intelligence with the topic of multilingual speech translation. In early 2005, he successfully defended his doctoral thesis and received a postdoctoral research scholarship from the University of Leuven (Kingdom of Belgium).

Returning to Vietnam in 2007, Associate Professor Dr. Vu Hai Quan continued teaching and research, and held many important positions at the University of Natural Sciences (Ho Chi Minh City National University) such as: Head of Artificial Intelligence Laboratory (AILab), Director of ITEC International Training Center, Vice Principal of the school. In October 2017, Mr. Quan was appointed by the Prime Minister to hold the position of Vice President of Ho Chi Minh City National University.

Also today, Prime Minister Pham Minh Chinh signed Decisions on receiving, transferring and appointing leaders of other ministries and agencies. In Decision No. 1885/QD-TTg, the Prime Minister transferred and appointed Mr. Hoang Minh Son, Deputy Minister of Education and Training, to hold the position of Chairman of the Council and Director of Hanoi National University. In Decision No. 1889/QD-TTg, the Prime Minister transferred and appointed Mr. Le Quan, Chairman of the Council and Director of Hanoi National University, to hold the position of Deputy Minister of Education and Training.
