Innovation in national defense and security education in the face of the impact of non-traditional security

GD&TĐ - On September 12, the Ministry of Education and Training organized a scientific workshop 'Non-traditional security, opportunities and challenges for national defense and security education tasks'.

The workshop was held at the People's Security Academy (Hanoi) with the participation of representatives of functional units of the Ministry of National Defense, the Ministry of Public Security, the Ministry of Education and Training ; representatives of the Departments of Education and Training, universities, colleges and centers for national defense and security education; experts, scientists and a large number of cadres, lecturers and students.

In his opening speech, Major General Tran Ngoc Thanh - Director of the Department of National Defense and Security Education (Ministry of Education and Training) - said: In the context of globalization, international integration, the explosion of the Fourth Industrial Revolution, along with complex fluctuations in the political , economic and social situation, many non-traditional security issues have arisen.

Challenges such as climate change, environmental pollution, resource depletion, energy security, food security, infectious diseases, international migration, terrorism, high-tech crime, information warfare, cyber warfare... not only directly affect people's lives, but also strongly impact political stability, socio -economic development, and social order and safety of each country.

For Vietnam, the impacts of non-traditional security are clearly present. Researching and correctly and comprehensively identifying non-traditional security, and assessing the opportunities and challenges for the task of National Defense and Security Education is extremely necessary.

Because, National Defense and Security Education is not only a compulsory subject in the national education system but also a key task to foster patriotism, civic awareness, and responsibility to protect the Fatherland in the young generation, while equipping them with basic knowledge and skills to respond to traditional and non-traditional security challenges.

The scientific conference with the theme "Non-traditional security, opportunities and challenges for the task of National Defense and Security Education" was organized to exchange and share knowledge, research results, and practical experiences, contributing to building a theoretical and practical basis to propose solutions to innovate national defense and security education in the new situation.

Add many theoretical and practical issues

The presentations at the workshop focused on analyzing the theoretical foundation of the concept of non-traditional security in the context of globalization and international integration. The common point affirmed is that non-traditional security is an expansion of the scope of national security, including non-military risks but having a profound impact on the stability and development of the nation and people.

Scholars have pointed out the fundamental difference between traditional security and non-traditional security. While traditional security is associated with the protection of territorial sovereignty and political, military and defense security, non-traditional security is more oriented towards protecting people, protecting the living environment, and protecting sustainable development stability.

An important topic discussed was the characteristics and development trends of current non-traditional security challenges. Threats are increasingly global, cross-border, unpredictable and multi-sectoral. Economic and social interdependence has caused these risks to spread rapidly, beyond the control of individual countries.

The presentations also pointed out that non-traditional security has a direct impact on political and social stability, human security and sustainable development. Many risks such as climate change, epidemics, terrorism, cyber security, and energy crisis have been and will be challenging national governance capacity, while posing urgent demands on education and training, especially national defense and security education.

The presentations all agreed that the increase in non-traditional security threats poses enormous challenges to the current task of national defense and security education. At the same time, they focused on summarizing experiences and sharing effective models of national defense and security education at the Departments of Education and Training, universities, colleges and national defense and security education centers.

The presentations and discussions have supplemented and clarified many theoretical and practical issues; provided important arguments for further research and improvement of the content of National Defense and Security Education. The workshop has truly become a forum for gathering the collective intelligence of many agencies, units, generations of scientists, cadres and lecturers.

In the spirit of democracy, frankness, intelligence and high responsibility, the scientific conference “Non-traditional security, opportunities and challenges for the task of national defense and security education” has completed the proposed content and program. More than 120 presentations were all in the right direction; the content reflected the topic quite comprehensively and deeply and contributed significantly to the success of the conference.
