The Ministry of Agriculture and Environment and the Ministry of Public Security will coordinate to review nearly 50 million land plots at more than 2,300 commune-level units nationwide, in order to standardize, unify, and synchronize land data with the population database and the national system. In particular, the campaign will focus on verifying and supplementing information on land users and property owners with the national population database, in order to overcome discrepancies, overlaps, and lack of clarity.
Mr. Nguyen Van Trung (Ba Dinh Ward, Hanoi ) said that he wanted to buy a house or land, but he was worried because he did not know whether the house or land he intended to buy was in the new planning after the administrative boundary merger, or if it was in the "suspended project" area. Although he had actively researched through many different channels, the information he received was only general and uncertain.
According to experts, this lack of transparency will be overcome when the 90-day campaign to standardize, clean up and synchronize land data is deployed nationwide. Mr. Mai Van Phan - Deputy Director of the Department of Land Management (Ministry of Agriculture and Environment) said that synchronizing land data will bring many benefits: Creating a foundation for developing e-Government, supporting effective management, helping all levels and sectors make quick and accurate decisions. "At the same time, this is also the basis for protecting the legitimate rights of people and businesses when carrying out land procedures. When data is built in a unified, shared and connected with the population database as well as other sectors, management will become more convenient, connected and effective," Mr. Phan emphasized.

Mr. Vo Hong Thang - Investment Director of DKRA Group also commented: "Identification will solve the problem of market transparency, avoid transaction risks, avoid tax losses, and help the market develop."
However, according to experts, in order for the synchronization of land database to bring many meaningful values, data entry also needs to be done scientifically and accurately. Mr. Nguyen Van Dinh - Vice President of Vietnam Real Estate Association - emphasized: "Land prices updated on this system need to be carefully researched and built, from data of people and localities. If we make mistakes, there will immediately be very serious consequences, even affecting the interests of businesses and people".
Hope to be "hands-on" to digitize land faster
In fact, in many localities, the work of digitizing land data is being urgently deployed. The collection of information on the origin, transaction history, and transfer value of land types has been carried out right from the stage of receiving red book applications. However, for the system to operate smoothly, according to records from localities, technological support and data collection are needed.
Currently, the Land Database Software has been deployed uniformly in many localities. The entire process, from receiving and processing documents, editing, printing land use right certificates to updating settlement results... are all integrated into the system. Previously, only provincial land offices were equipped with this software, while commune and ward levels had to depend on higher levels to look up information. Direct access has helped the grassroots level to be more proactive in their work, but after more than two months of operation, many officials are still confused.

“In our ward, we do not have any staff specialized in software and database, so we have to work and study at the same time, and constantly update. We hope that leaders at all levels will pay attention to arranging specialized staff, or organize training to improve skills,” said Ms. Chu Thi Huyen - Civil servant of the Public Administration Service Center of Tu Son Ward, Bac Ninh.
Mr. Nguyen Duc Manh - Vice Chairman of Tu Son Ward People's Committee, Bac Ninh Province also frankly admitted: "Many new staff have not yet mastered the software. Some have not yet met the job requirements, so we really hope to be trained, even needing guidance to implement it more effectively."
Currently, to overcome the initial difficulties, the cadres and civil servants have proactively explored and learned from each other, or regularly exchanged with the cadres of the provincial land registration office, to be able to best meet the work. The land database has gradually been thickened, more transparent, clearer. But if there is systematic training, the work progress will be accelerated.
Lack of accurate and complete information on land and housing is considered the main cause of the real estate market's repeated fever, lasting for many years. Therefore, implementing the campaign to "enrich and clean up" the national land database, starting from the commune and ward levels this time, will help management agencies to come up with appropriate policies, such as creating a detailed land price list for each plot, which will be feasible and closer to the market.
