The Ho Chi Minh City Department of Construction has just sent a document to relevant departments, branches and localities regarding the draft plan to implement the Ho Chi Minh City Ring Road 4 Project and requested that units provide comments before submitting it to the Ho Chi Minh City People's Committee for approval.
For component projects invested with state budget capital, it is expected that from now until the end of 2025, surveys will be organized, feasibility study reports will be prepared, and feasibility study reports will be appraised.

Compensation, support and resettlement work will begin in January 2026, with at least 70% of the site to be handed over in April 2026, and the remainder to be completed in 2026.
Component projects invested with budget capital will start construction in February 2026 and are expected to be completed in the first quarter of 2028.
For investment component projects in the form of public-private partnership (PPP), BOT contract, surveys will be organized, feasibility study reports will be prepared and completed in October 2025. Feasibility study reports will be appraised and approved in January 2026.
After that, the investor interest survey will be completed before January 2026, and the investor will be selected and the BOT contract will be signed in June 2026.
It is expected that the component projects invested under the BOT contract will start construction on September 2, 2026, and be put into operation from 2028.
To ensure progress and consistency, Ho Chi Minh City will coordinate with Dong Nai and Tay Ninh provinces to establish a Steering Committee and Working Group to unify technical standards, design solutions and land use planning.
At the same time, localities need to review and adjust planning, prepare resettlement funds and promptly arrange budget capital to serve site clearance work.
Of which, the 47 km section through Binh Duong province (formerly) was started in June 2025.
The remaining sections, about 160 km long with a total investment of more than VND120,400 billion, were approved by the National Assembly in June 2025.
The project invested in phase 1 with a scale of 4 expressway lanes, and at the same time cleared land for 8 lanes for future expansion.
Upon completion, Ho Chi Minh City Ring Road 4 will connect the Southeast region with the Southwest and Central Highlands, helping to optimize the flow of goods between industrial parks and seaports, especially connecting to Long Thanh International Airport.
