The Ministry of Education and Training has just announced a draft Circular regulating codes, appointments and salary classification for teachers teaching in public educational institutions.
According to the draft, the appointment and salary arrangement of public teachers are based on the job position, responsibilities, tasks, capacity and professional expertise of the teacher and according to the provisions of law.
Specifically, for preschool teachers, the lowest salary coefficient according to job title is 2.1 and the highest is 6.38. For preschool teachers who have not yet reached the standard level, the salary coefficient ranges from 1.86 to 4.06.
For primary, secondary and high school teachers, the lowest salary coefficient by job title is 2.34 and the highest is 7.55. Primary school teachers who have not met the standard qualifications have salary coefficients ranging from 1.86 to 4.06.
Teachers of pedagogical colleges and universities are ranked with the highest salary with the lowest salary coefficient by job title being 2.34 and the highest being 8.0.
Below is the tentative salary table for teachers when applying the new salary arrangement method according to the draft, and applying the basic salary of 2.34 million VND/month according to Decree 73/2024 of the Government :

The draft regulation stipulates that it is not allowed to combine salary increases or changes in teaching titles, except in three cases: there is career advancement, meeting the requirements of a higher teaching title and wishing to change the current teaching title; having a lot of teaching experience and many achievements in professional activities; teachers are recognized and appointed to the titles of professor and associate professor.
The draft also states: the training level will not be used as a basis for appointment to a professional title higher than the one for which newly recruited teachers have been recruited.
In case there is a difference between the current salary coefficient and the salary coefficient of the teaching position, the difference coefficient will be reserved according to the provisions of the law on wages.
Article 4 of the draft stipulates that salary classification when appointed to a professional title rank is implemented according to the guidance in Circular 02/2007 of the Ministry of Home Affairs guiding salary classification when promoting, transferring ranks, and changing types of civil servants and public employees and according to current regulations of law.
When implementing the new salary policy, the conversion to the new salary is carried out according to Government regulations.
