Reporting on the summary of the monitoring results, Chairman of the Committee for Science, Technology and Environment Le Quang Huy - Deputy Head of the Standing Committee of the Monitoring Delegation said that based on the reports of the Government, ministries, branches, localities, the results of working sessions, on-site monitoring, seminars, and consultations with experts, the Monitoring Delegation believes that the promulgation and implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect has achieved many outstanding, important, and positive results, contributing to the successful implementation of the goals and targets of sustainable socio -economic development, ensuring national defense, security, foreign affairs, social security, and international integration.
Specifically, the promulgation of policies and laws has institutionalized and concretized the Party's policies on resource management, environmental protection, climate change response, green growth, and circular economic development. Environmental protection has undergone many changes, achieving and exceeding many important goals and targets set out in the Resolution of the 13th National Party Congress; Vietnam's sustainable development index has increased, ranking first in ASEAN; 3/5 targets have exceeded the plan set for 2025.
The monitoring team also found that major sources of waste have been actively and strictly controlled, preventing major environmental incidents; the rate of waste collection and treatment has increased over the years; waste management has seen many changes, waste recycling and reuse have been enhanced, and landfilling has been reduced. Climate change response has seen positive changes.
“The environmental quality has generally improved, especially the quality of soil, surface water in some major river basins, coastal seawater, and groundwater. Although environmental pollution still occurs, it has been prevented; the level of environmental pollution in many places has not increased or increased insignificantly; forecasts of negative impacts on the environment from socio-economic development activities have been effectively prevented,” said Chairman of the Committee Le Quang Huy.
Regarding tasks and solutions, the Supervisory Delegation proposed 3 groups of tasks and solutions, including: breakthrough tasks and solutions; urgent tasks and solutions, to be completed by the end of 2026; medium and long-term tasks and solutions to 2030, with a vision to 2050.
In particular, with urgent tasks and solutions that need to be completed by the end of 2026, the Supervisory Delegation proposed the need to perfect institutions and policies, focusing on amending and supplementing a number of articles of the 2020 Law on Environmental Protection to be submitted to the National Assembly at the upcoming 10th Session, specifically considering adjusting regulations on the time of application for policies related to the classification, storage, and transfer of domestic solid waste... Two is the task of pollution remediation and three is technology application and market development.
The monitoring team proposed integrating with the geographic information system (GIS) to build an environmental quality map, announce it, make it public to the community and apply it to a number of large cities such as Hanoi and Ho Chi Minh City; immediately implement urgent measures to control, prevent, overcome and improve the air pollution situation in Hanoi and Ho Chi Minh City; improve the environmental quality of some seriously polluted river sections on the rivers: Ngu Huyen Khe, To Lich, Bac Hung Hai...
Attention to increasing the proportion of treated wastewater in urban areas
Commenting on the draft Report on supervision results, members of the National Assembly Standing Committee highly appreciated the sense of responsibility, efforts, determination and diligence of the Supervisory Delegation in developing the draft report on supervision results, the draft Resolution and the documentary film illustrating the supervision results.

To continue perfecting the draft Resolution, Vice Chairman of the National Assembly Nguyen Khac Dinh noted that the Resolution is the final product of a thematic supervision, so it is necessary to promote the experience of previous thematic supervisions of the National Assembly, naming the draft Resolution appropriately, consistent with the content of this supervision.
The Vice Chairman of the National Assembly also suggested that the Supervisory Delegation should select and supplement some data to more vividly demonstrate the outstanding results achieved in this work; demonstrate the balance of roles and responsibilities between the Government, ministries, branches, localities with the efforts of the entire people, the business community, scientists and the entire political system.

Agreeing with the breakthroughs and key solutions for solid waste and hazardous waste management proposed by the Supervisory Delegation, Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that it is necessary to research and review to supplement a number of tasks, responsibilities and roles of the State, because to raise people's awareness in waste treatment and environmental protection, it is necessary to start with the State's legal mechanisms and tools.
“People’s new awareness of waste treatment will not come naturally. It must start with the State’s policies and laws, along with the actions of the entire political system. Along with that, it is necessary to strengthen information and propaganda work to raise people’s awareness,” the Vice Chairman of the National Assembly suggested.
Concerned about the issue of urban wastewater management, Vice Chairwoman of the National Assembly Nguyen Thi Thanh noted that the amount of untreated wastewater discharged directly into the environment in urban areas is still large. Therefore, localities and agencies need to pay attention to implementing measures to increase the proportion of treated urban wastewater. Taking the example of Hanoi, the Vice Chairwoman of the National Assembly suggested that the city should increase funding to soon complete the project to improve the environment of To Lich River - a river associated with the lives and memories of the people of the capital.
Regarding wastewater treatment in general, Chairman of the Committee for Culture and Society Nguyen Dac Vinh acknowledged that, with the efforts of all levels, sectors and the high sense of responsibility of the business community, up to now 97% of industrial zones have wastewater treatment systems. However, wastewater treatment from craft villages is still limited, affecting the water quality of some river basins.
To overcome this limitation, Chairman of the Committee Nguyen Dac Vinh suggested that, in addition to the institutional improvement solution proposed by the Monitoring Team, it is necessary to pay attention to the implementation of planning work, have policies to encourage and support craft villages to change production technology, reduce hazardous emissions into river basins...
At the meeting, Deputy Prime Minister Tran Hong Ha and Acting Minister of Agriculture and Environment Tran Duc Thang explained and clarified issues of concern to the National Assembly Standing Committee.
Concluding the discussion, Vice Chairman of the National Assembly Le Minh Hoan suggested that the Supervisory Delegation fully absorb the opinions of the members of the National Assembly Standing Committee to complete the Supervisory Results Report, the draft Resolution of the National Assembly on the supervision topic, the summary report, and the illustrative documentary film to be submitted to the National Assembly at the upcoming 10th Session.
The Vice Chairman of the National Assembly also noted that it is necessary to continue reviewing, perfecting, and ensuring consistency in assessments and data on achievements, limitations, causes, and proposals and recommendations.
