Ensure consistency with regulations on organization and operation of two-level local government
The draft Joint Resolution amending and supplementing Joint Resolution No. 72 presented by Chairman of the Committee for People's Aspirations and Supervision Duong Thanh Binh said that in order for the regulations on organizing voter contact of National Assembly deputies and People's Council deputies at all levels to be consistent with the organizational arrangement of the political system, as well as the practice of organizing and operating the 2-level local government model, it is necessary to urgently develop and promulgate a Joint Resolution amending and supplementing a number of articles of Joint Resolution No. 72 to regulate voter contact activities uniformly nationwide.
The draft Resolution has been accepted and revised, including 2 articles, specifically: Article 1 includes 23 clauses amending, supplementing, and abolishing a number of specific clauses and articles of Joint Resolution No. 72; Article 2 on implementation provisions.
The basic content of the draft Joint Resolution focuses on amending, supplementing and abolishing regulations related to the responsibilities of People's Council delegates, the Standing Committee of the People's Council, the Standing Committee of the Vietnam Fatherland Front Committee, and the People's Committee at the district level. The contents of the draft Resolution ensure constitutionality and legality, inheriting the content of Resolution No. 72. Therefore, the draft Resolution ensures consistency and synchronization with current legal regulations, especially regulations on the organization and operation of two-level local governments.
In addition, the draft Joint Resolution does not amend or supplement the contents requiring compatibility with relevant international treaties.
When meeting voters, delegates only provide information and explanations within the scope of their responsibilities and powers.
The review report presented by Chairman of the Delegation Work Committee Nguyen Thanh Hai stated that the Committee agreed with the necessity of issuing a Resolution to thoroughly implement the Party's policies and in accordance with the provisions of the Constitution and laws on the organization of the political system at the central and local levels according to the 2-level local government organization model.

Regarding the responsibility of the National Assembly Delegation in the activities of contacting voters of National Assembly Deputies, Clause 1, Article 1 of the draft Resolution amending and supplementing Clause 1, Article 4 of Resolution No. 72 stipulates that "National Assembly Deputies and People's Council Deputies are responsible for responding, providing information, and explaining to voters about the policies, decisions of the State, the National Assembly, and the People's Council related to the content of voters' petitions".
There are opinions suggesting that this provision should be removed to avoid duplication with the provision at the end of paragraph 1, clause 1, Article 4 of Resolution No. 72: "National Assembly deputies, People's Council deputies... promptly respond to issues of concern and recommendations of voters".
The Committee finds it necessary to specify the responsibility of deputies when meeting voters to provide information and explain the policies and decisions of the State, the National Assembly and the People's Council related to the content of voters' petitions. However, it may lead to difficulties in implementation, because many issues raised by voters may exceed the responsibility of National Assembly deputies and People's Council deputies. Therefore, it is proposed to re-regulate in the direction that deputies provide information and explain within the scope of their responsibilities and powers.
Concluding the session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that the National Assembly Standing Committee highly appreciated the proactiveness, positivity and close coordination of the Government, the People's Aspirations and Supervision Committee, the Central Committee of the Vietnam Fatherland Front, the Delegation Work Committee and relevant agencies in coordinating the drafting of the Resolution to ensure quality; basically agreed with the content of the draft Resolution and the contents of the review.
Regarding the application of information technology and digital transformation in voter contact activities, the Vice Chairman of the National Assembly suggested that regulations should be made to ensure convenience but not create discretion, leading to complexity in implementation. At the same time, the design should be strict, ensuring publicity and transparency, creating conditions for delegates and voters to monitor and supervise.
At the meeting, 100% of the members of the National Assembly Standing Committee present voted on the draft Joint Resolution amending and supplementing Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-DCTUBTWMTQVN dated February 20, 2025 of the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the contact with voters of National Assembly deputies and People's Council deputies at all levels.
