According to the Provincial Economic Zone Management Board, these three subdivisions have a total area of about 116 hectares, planned for urban residential land and high-end coastal apartments, with Phat Dat Real Estate Development Joint Stock Company as the investor and Danh Khoi Holdings Investment Joint Stock Company as the developer.

However, over the years, the project has been slow to implement, and there have been continuous complaints from people who have signed sales and transfer contracts but have not been granted land use right certificates, negatively affecting the province's investment environment.
Implementing the direction of the Provincial People's Committee Chairman, the Economic Zone Management Board requested the two enterprises to urgently focus resources: firstly, complete the power supply infrastructure in Sub-zone 2; power supply and wastewater collection system in Sub-zone 9; at the same time, maintain and repair degraded items, complete legal documents and financial obligations.
At the same time, businesses must promptly issue land use right certificates to customers who have paid 95%-100% of the contract value, and organize direct dialogues to resolve complaints. The deadline for completion is before September 30.

The Economic Zone Management Board also requested the two companies to have a written commitment to progress and send notices to all customers to reassure public opinion and avoid large gatherings that could cause insecurity and disorder in the locality.

Nhon Hoi New City project, with a total initial announced investment capital of more than 23,000 billion VND, is located on the coast of Phuong Mai peninsula, right on the front of National Highway 19B connecting Phu Cat airport, Cat Tien new urban area and Quy Nhon city.

Once causing a "virtual fever" for tourist land, after more than 6 years, the project is still deserted, with degraded infrastructure and lack of electricity and water, causing many customers to be upset and continuously send petitions to the authorities.
