Hanoi proposes to increase tuition fees at high-quality schools

The Hanoi People's Council is seeking comments on a draft Resolution regulating tuition fees for public preschool and general education institutions (PTCL) that cover their regular expenses; and high-quality preschool and general education institutions in the area for the 2024-2025 school year.

Accordingly, 24 high-quality public schools with financial autonomy are expected to collect tuition fees from 300,000 - 6,570,000 VND/month.

According to the draft, the regulation applies tuition fees for in-person and online learning for preschools and primary schools in the event of natural disasters, epidemics, and force majeure events. Tuition fees for online learning are equal to 75% of the tuition fees for in-person learning at public educational institutions. If in-person and online learning are in the same month, and the learning method is more than 14 days, tuition fees will be collected in that form. The total tuition collection period must not exceed 9 months/school year. The tuition ceiling for high-quality public schools is currently 5.1 - 6.1 million VND/month. Schools develop and propose tuition fees and submit them to the People's Council for approval. Self-financed schools are allowed to collect double the tuition ceiling according to Decree 81 of 2021 of the Government , equivalent to 600,000 - 1,300,000 VND/month. If they pass quality accreditation, schools can determine their own tuition fees.

In Khanh Hoa , Mr. Vo Hoan Hai, Director of the Department of Education and Training, said that in the 2024-2025 school year, the province will not increase tuition fees according to the roadmap of Decree 81/2021. Accordingly, the People's Council of Khanh Hoa province has passed a Resolution amending and supplementing Resolution 13/2022 to have the tuition fee collection level for the 2024-2026 period equal to the tuition fee collection level for the 2021-2022 school year; not increasing according to the roadmap set out in Decree 81/2021.

Specifically, the tuition fees for direct learning for preschool and primary education institutions that have not yet covered their regular expenses from the 2024-2025 school year in urban, rural, ethnic minority and mountainous areas (for each student/month) are respectively 140,000 VND, 45,000 VND, 30,000 VND at preschool level; 60,000 VND, 35,000 VND, 25,000 VND at secondary school level; 70,000 VND, 45,000 VND, 30,000 VND at high school and continuing education level. This fee will remain stable until the end of the 2025-2026 school year. Therefore, the tuition fee from the 2024-2025 school year to the 2025-2026 school year in Khanh Hoa is amended to the 2021-2022 school year tuition fee according to the principle of sharing between the state and learners.

The People's Council of Can Tho City has also just passed Resolution 01/2024/NQ-HDND "Regulations on tuition fees for preschool and primary education institutions from the 2023-2024 school year". According to Director of the Department of Education and Training of Can Tho City Tran Thanh Binh, this is a lower tuition fee than Resolution 10/2023/NQ-HDND (total tuition revenue of more than 318 billion VND).

Vice Chairman of Can Tho City People's Committee Nguyen Thuc Hien also signed and issued an official dispatch on the implementation of Resolution 01. In the district, the tuition fee for preschool level is 71,000 VND/month/student; for secondary level is 65,000 VND, and for high school level is 75,000 VND. In the district, the tuition fees for all levels are 32,000 VND, 33,000 VND, and 43,000 VND/month/student, respectively. The subjects of application are preschool and primary education institutions that have not guaranteed regular expenses under the management authority of the city. Primary school students in public schools do not pay tuition. This new tuition fee is lower than the tuition fee previously issued under Resolution 10/2023 (tuition fee from 50,000 - 300,000 VND/month/student).

Meanwhile, the People's Council of Da Nang City has passed a resolution to support tuition fees for the 2024-2025 school year. Accordingly, preschool children, high school and non-public students, including students at continuing education centers following the general education program, will be supported 100% of tuition fees for up to 9 months of the school year. This policy does not apply to preschool children and students at foreign-invested educational institutions. Subjects eligible for tuition fee reduction according to central and Da Nang policies will be compensated with 100% of the tuition fees for preschool and high school education. The expected support budget is more than 108 billion VND from the city budget.
