The 5th meeting of the Hai Duong Provincial People's Committee in August on the afternoon of August 15 reviewed the situation and results of the implementation of Resolution No. 36-NQ/TU dated December 29, 2023 of the Provincial Party Standing Committee on strengthening leadership and direction in managing the activities of riverside wharves, yards, and inland canals in the province.
Concluding this content, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested that the classification and handling of violating yards in localities must be implemented in a unified manner according to common principles. From there, the role of state management in yard operations will be enhanced, ensuring legal regulations and serving socio -economic development. Yards must be in accordance with land use planning and plans, and approved by competent state agencies.
Existing wharves that are not suitable for local development goals need to be resolutely handled and cleared.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban emphasized that the handling of violating yards must not be implemented in a one-way manner but must be considered and weighed based on many conditions and factors. Only then can we ensure no loss of state assets and protect the legitimate interests of yard owners.
According to the Department of Agriculture and Rural Development, the whole province has 448 wharves. Of which, 124 wharves are not in accordance with the planning, 324 wharves are in the planning. Of the wharves that are in accordance with the planning, 90 have full legal procedures, the rest do not have enough procedures. Through review, there are 164 wharves that have violations in the investment field, 191 wharves have violations in land, 132 wharves have violations in the environment, 372 wharves have violations in dike management...
The August meeting of the Provincial People's Committee (5th time) also discussed the submission to the Provincial People's Council to decide on the policy of converting forest use to other purposes. Results of reviewing and classifying illegal constructions on forest land and land of forestry and farm origin; proposing solutions to handle violations and plans to hand over land for growing fruit trees to the People's Committee of Chi Linh City for management. Submission on adjusting the content of Appendix I issued with Decision No. 3118/QD-UBND dated December 22, 2023 of the Provincial People's Committee on promulgating the list of projects attracting investment, limiting investment attraction and not attracting investment in Hai Duong province in the period 2024-2030. Results of reviewing the project to build a railway feeder for the Hanoi - Hai Phong railway (Kim Thanh). Results of inspection and review of all investment and construction procedures, proposed solutions for the construction of 2 Covid-19 epidemic prevention projects at Hai Duong Center for Disease Control and Provincial Tropical Diseases Hospital. Plan to implement 9 established industrial clusters associated with the service road and the North-South axis road (Ninh Giang). Proposal not to convert the tunnel brick factory construction investment project into a new residential area of Ha Hai Construction Materials Investment and Production Joint Stock Company.
