According to a report by the Department of Agriculture and Rural Development of Hai Duong province, as of early May, there were 268 illegal construction sites on agricultural land and fruit-growing land of forestry origin in the province, and many illegal constructions on agricultural land in Kinh Mon town and Chi Linh city.

After discovering that Mr. Chien's family dug the foundation and built a solid house on agricultural land, the Quang Thanh Commune People's Committee imposed an administrative fine of 4 million VND and asked Mr. Chien to restore the land. However, Mr. Chien continued to use a 2-storey container.
