People eagerly await
After many years of waiting, clean water for daily life of the people in the former Cap Tien commune (now Tan Minh commune) is about to become a reality. Tan Minh commune currently has 5 water plants providing daily water for the people (including the former communes: Bach Dang, Doan Lap, Cap Tien and Kien Thiet). The total number of households using water in the area is 9,312, reaching 100%.
However, due to the decline in raw water sources for clean water production and outdated treatment technology, the quality of water supplied by the 5 mini water plants does not meet clean water standards and people cannot use it for drinking.

Implementing the city's policy of bringing clean water to rural areas, Tan Minh commune actively deployed the process to transfer water supply areas from mini water plants to units with sufficient capacity to provide water sources that meet standards to serve the people.
Up to now, in Tan Minh commune, the old Cap Tien commune area provided by Gia Hung Clean Water Service Cooperative has completed the transfer of water supply to Hai Phong Water Supply Joint Stock Company.
Ms. Nguyen Thi Mai, in Kinh Luong 4 village, shared: "When the local government mobilized 1.9 million VND from the community to transfer the water supply area, my family supported it. Because the water quality of the mini water plant is increasingly alarming while clean water is becoming an essential need of life, directly affecting health and the environment."

Mr. Nguyen Van Buoi, Head of Thai Lai village (Tan Minh commune) excitedly said: "Everyone in our village is very excited to know that Hai Phong Water Supply Joint Stock Company will start construction of a clean water pipeline network in early October. To support the construction unit as quickly as possible, we are actively propagating and mobilizing households in the road and alley areas to proactively move their assets and hand over the construction site."
Ms. Do Thi Len, Secretary of the Kinh Luong 5 Village Party Cell (Tan Minh Commune) suggested: "We will inform the contractor about the progress of the construction immediately so that the Party Committee and village officials can coordinate and mobilize households to promptly hand over the construction site for the water pipeline conveniently and quickly."
Strive to shorten construction by 20 days

The project to install a clean water supply pipeline system in the old Cap Tien commune area is invested by Hai Phong Clean Water Joint Stock Company. Deputy General Director Trinh Anh Tuan informed: the enterprise will invest in the entire main pipeline and the entire service pipeline network with a total length of 37.5 km. The total investment is more than 30.3 billion VND.
“After preparing the site and gathering materials and equipment, it is expected to start construction in early October 2025. According to the calculations of the investor and the construction unit, the construction of the pipeline will take about 120 days. However, if the local government and people create favorable conditions and support, and the weather is favorable, the construction will be shortened by 20 days. Before the Lunar New Year, people in the old Cap Tien commune will definitely be able to use the water source provided by the unit,” Mr. Trinh Anh Tuan affirmed.

According to Chairman of Tan Minh Commune People's Committee Dinh Van Nhanh, providing clean water is a commitment of the local government in the task of caring for people's lives. Clean water is not simply a daily need, but also directly related to health, environment, and completing the criteria for building a new model rural area.
The Commune People's Committee requests departments, offices, specialized units as well as villages to proactively coordinate with the construction unit in handing over the site, quickly resolving any arising problems; regularly propagandize and mobilize people to actively participate in supervising and supporting the construction work so that the project can be implemented smoothly and effectively... to soon bring clean water to Tan Minh.
Once completed, the project will provide clean water to more than 1,650 households. The cost of connecting to households (including water meters) of 2 million VND/household will be invested by the enterprise. The water source is taken from Cau Nguyet Water Plant through the D400 pipeline running along Provincial Road 354.
