Urgent response to storm Bualoi about to enter the East Sea

The Ministry of National Defense requires units to strictly maintain on-duty status and closely monitor the weather and developments of storm Bualoi before it enters the East Sea and becomes storm No. 10.

The National Center for Hydro-Meteorological Forecasting said that on the evening of September 14, the center of storm Bualoi was located at about 10.7 degrees north latitude and 131 degrees east longitude in the sea east of the Philippines. The storm is at level 10 (89 - 102 km/h), gusting to level 12.

In the following hours, storm Bualoi will intensify, moving west-northwest at a speed of 15-20 km/h. Around the night of September 26, the storm will enter the eastern sea area of ​​the central East Sea, becoming storm number 10 in 2025.

Meanwhile, from the early morning of September 25, on the Red River system, Thai Binh River, Thanh Hoa, Nghe An, there is a possibility of a flood, the flood amplitude in the upper reaches of the rivers is from 4 - 7 m, the lower reaches of the rivers is from 2 - 4 m. There is a risk of flooding, flash floods and landslides in the Northern region, Thanh Hoa, Nghe An.

Faced with the above situation, the General Staff of the Vietnam People's Army sent an urgent telegram to the Hanoi Capital Command; the Navy, Air Defense - Air Force; Border Guard, Vietnam Coast Guard; and Army Corps 18 to proactively respond to storm Bualoi and floods on rivers in the Northern region, Thanh Hoa and Nghe An.

The General Staff requested the above units to strictly implement the direction of the Prime Minister and the Ministry of National Defense on focusing on implementing the response to storm No. 9. In addition, strictly maintain the on-duty regime, grasp the weather situation and the development of storm Bualoi; check and review plans, options, areas at risk of floods, landslides, and dangerous areas; proactively mobilize forces and means to respond, overcome consequences and search and rescue when required; maintain smooth communication to promptly handle possible situations; ensure the safety of people and vehicles while performing tasks.

The Border Guard Command directed the border guards of coastal provinces and cities from Quang Ninh to An Giang to coordinate with local authorities and functional agencies to promptly notify vehicle owners and captains of ships and boats anchored at ports or operating at sea of ​​the location and direction of the storm so that they can proactively avoid it and ensure the safety of people, vehicles and property.

More than 285,000 soldiers and 6 planes were mobilized to respond to storm No. 9.

Regarding the response to storm No. 9 (Ragasa), as of last night, September 24, the Border Guards of provinces and cities along the coastal route from Quang Ninh - Dak Lak have coordinated with localities, families of ship owners and captains to notify, count, and guide 54,058 vehicles/215,716 people to know the developments and direction of the storm so that they can proactively move around and escape from dangerous areas.

Currently, there are 305 ships/1,373 people operating in the Gulf of Tonkin (from Quang Ninh - northern Quang Tri); 3,063 ships/22,758 people in other areas; 50,680 ships/191,585 people anchored at ports. The vessels have received warning information and are moving to avoid; there are no vessels on the route or in the area affected by the storm.

The army maintains 285,654 officers and soldiers, 5,650 vehicles of all kinds (3,700 cars, 172 ships, 1,363 boats and canoes, 409 special vehicles, 6 aircraft) ready to respond to storm No. 9.
