Detailed instructions on tuition fees and service fees for the new school year in Ho Chi Minh City

Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that from the 2024-2025 school year and the following school years, educational institutions in the area will be allowed to apply tuition fees according to regulations in Clause 2, Article 2 of Resolution 12/2024 of the Ho Chi Minh City People's Council.

Accordingly, tuition fees from the 2024-2025 school year for public preschool and general education institutions that are not self-sufficient in regular expenditure are as follows:

Group 1 includes students from schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan. Group 2 includes students from schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.

The tuition fees for primary school level specified in the above table are used as the basis for implementing the policy of supporting tuition fees for private students in areas where public primary schools are not available and for private students who are eligible for tuition exemption or reduction policies according to regulations.

5-year-old preschool children are exempt from tuition fees from the 2024-2025 school year

In addition, 5-year-old preschool children are exempt from tuition fees from the 2024-2025 school year (effective from September 1, 2024); secondary school students are exempt from tuition fees from the 2025-2026 school year (effective from September 1, 2025).

Tuition fees from the 2024-2025 school year for public preschool and general education institutions that self-finance regular expenses: Educational institutions establish collection levels based on economic -technical norms and cost norms, and submit them to the Ho Chi Minh City People's Committee for consideration and approval by the City People's Council.

Tuition fees for online learning are 50% of the tuition fees issued by public educational institutions.

Revenues from services serving and supporting educational activities according to Resolution 13/2024 of the Ho Chi Minh City People's Council and revenues from organizing other educational activities are as follows:

Revenue from services serving and supporting educational activities

The prescribed collection levels are maximum collection levels. Based on the actual situation of the educational institution and the needs of the students, the educational institution shall agree with the students' parents on a specific collection level, but not exceeding the collection level prescribed in this resolution, and not being 15% higher than the collection level implemented in the 2023-2024 school year.

Educational institutions must correctly name the fees according to regulations; correctly distinguish the fee for "After-school care and nurturing services" (including care services before and after school hours, excluding meals) from the fee for "After-school care and nurturing services" (including care services during holidays, excluding holidays and Tet; excluding meals).

Regarding the "Nursing staff service" revenue (socialized funding part): The salary paid to the nurturing staff collected from the parents of students as prescribed in Resolution 13/2024 is the remaining difference after deducting the amount of city budget support compared to the salary on the labor contract. Educational institutions base on the actual number of nurturing staff at the unit to calculate the specific revenue level but must not exceed the revenue level prescribed in this resolution.

Regarding the fee for "Air conditioning service for classrooms with air conditioning": For classes that need to use but do not have air conditioning and must rent, the educational institution shall base on the actual physical facilities at the unit and the air conditioning needs of parents and students, and the service price to calculate the specific fee, but must not exceed the prescribed fee. The rental of air conditioning must have the consent of parents and be implemented in accordance with regulations.
