Mobilizing resources to overcome difficulties to successfully build the new rural commune of Cau Loc

Cau Loc is a lowland commune located in the North of Hau Loc district - a land with a rich history and cultural tradition. Throughout history, the people of Cau Loc commune have bravely stood up to fight foreign invaders, struggled against the harshness of natural disasters, and sought a peaceful and happy life. With the strength of solidarity and unanimity, the people of Cau Loc commune have achieved many achievements in fighting, working and producing, building a prosperous homeland.

The National Target Program on New Rural Development (NRD) is a major policy of the Party and State to continuously improve the material and spiritual life of the people. From the policy, purpose, meaning and importance of the NRD Program, the Party Committee, government and people of Cau Loc commune have joined hands and unanimously overcome difficulties to successfully build Cau Loc NRD commune.

The starting point is a purely agricultural commune, with uneven terrain, making agricultural production difficult; the economic restructuring of crops, livestock, and service industries is still slow; the mobilization of people's contributions to participate in the New Rural Construction Program is still limited... At the time of implementing the New Rural Construction Program, the commune only achieved 3/19 criteria. From that reality, the Standing Committee of the Cau Loc Commune Party Committee proactively directed the implementation of the New Rural Construction Program according to specific steps and procedures and organized a meeting of the Party Executive Committee to issue a thematic resolution on New Rural Construction. Establish a New Rural Construction Steering Committee from the commune to the village, and at the same time develop an action program to organize the implementation. The Steering Committee for New Rural Development of communes and villages focuses on promoting propaganda and mobilizing people in many forms to help each person and community fully and deeply understand, clearly identify responsibilities and roles of direct subjects in New Rural Development with the motto "People know, people discuss, people do, people check, people enjoy", thanks to which people unanimously support. From the promoted propaganda work, people proactively donate land, contribute money and effort to New Rural Development.

Implementing the policy of the District Party Committee, People's Council, and People's Committee, in recent years, the work of developing production and increasing people's income has been identified by the Party Committee and the authorities of Cau Loc commune as a key task in the new rural construction, actively contributing to hunger eradication, poverty reduction, and improving the material and spiritual life of the people in the commune. The commune has implemented a program to convert ineffective rice land into fruit tree planting and small-scale livestock farming; focusing on implementing agricultural planning such as intensive rice farming areas with high productivity, quality, and efficiency, accounting for 36% of the area in the whole commune, with productivity always reaching 60 - 64 quintals/ha or more. Currently, the commune has 1 farm, 22 farms and establishments for growing crops, raising livestock, poultry, and aquaculture with quite high economic efficiency. In particular, a number of separate and combined VAC models of growing crops and raising livestock have been formed and expanded for economic efficiency. Typical examples include the sow and pork raising model of Mr. Do Minh Gang's household in Cau Thon village; the duck-laying model of Mr. Nguyen Van Tuan's household in Cau Thon village; the integrated farm model of Mrs. Nguyen Thi Quyen's household, Mr. Le Van Thao's household, Trinh Van Nam's household... which generates an income of 300 - 500 million VND/year, creating jobs for many workers with a salary of 6 - 8 million VND/month.

Thanks to that, the poverty rate has decreased sharply, the multidimensional poverty rate is now 5.32%, down 7.28% compared to when the New Rural Development Program started. The total income of the whole commune reached 344,129 million VND. The average income per capita has now reached 46.73 million VND/person/year, up 3.73 times compared to when the New Rural Development Program started.

Cau Loc commune has mobilized and integrated all investment resources with a total budget of nearly 400 billion VND for the New Rural Development Program. Of which, mobilized resources from the people of nearly 286 billion VND (accounting for 78%), the commune budget of nearly 41 billion VND (accounting for 11.15%) and the remaining capital from support from the Central, province, district, and attracted from enterprises. From the mobilization of resources, the commune has invested in building infrastructure systems to serve socio-economic development. Specifically, the commune has invested in building traffic infrastructure, irrigation, offices, medical stations, commune cultural and sports centers, stadiums, and cultural houses of villages. In the villages, investments have been made in building cultural houses, sports grounds, and purchasing cultural facilities for the cultural houses. The green tree system and infrastructure system have been invested in relatively synchronously, ensuring good service to the requirements of socio-economic development and people's lives in the area.

From the New Rural Development Program, cultural and social work has received due attention and investment. The work of encouraging learning, encouraging talents, and building a learning society has been increasingly deepened, and the quality of all three levels of education has been improved. The number of students completing primary school has reached 100%. Every year, the rate of students admitted to high school is 90% or higher, with an average of 18-23 students passing the entrance exam to universities and colleges each year. Primary health care for the people at the grassroots level has received attention; programs on hygiene, disease prevention, and medical programs have been organized and implemented seriously and effectively. The rate of people participating in health insurance has reached 93.2% so far.

The mass movement to build a cultural life in residential areas has been maintained and implemented effectively, the rate of cultural families annually reaches 85% or more, 25% of families achieve the title of exemplary grandparents, parents, filial children; 6/6 villages and 3 schools are recognized as cultural units and agencies. Environmental sanitation has been improved, the quality of domestic waste is collected and transported out of the commune for treatment. 100% of households use hygienic water, 68.89% of households use clean water (of which 21.76% of households registered to use clean water from centralized water supply works). Many collectives and individuals have contributed their efforts, money, and donated land to build roads, village cultural houses, and infrastructure projects. Many emulation movements are vibrant, many creative solutions have been proposed and are truly effective.

At the same time, the work of building the Party and the political system is highly valued by the locality. The activities of the Fatherland Front and political organizations are constantly innovating their content and methods of operation, always closely following the local political tasks, promptly grasping the aspirations of the people, and mobilizing the people to work and produce. The security - defense situation, social order and safety are ensured. The New Rural Development Program in Cau Loc contributes to changing the appearance of the countryside, increasingly improving. Essential infrastructure is invested in and built spaciously, well meeting the needs of production and people's lives.

After more than 11 years of implementing the New Rural Development Program, thanks to the attention of all levels, sectors, and the district, the solidarity and unanimity of the entire political system, and the consensus of the people, the New Rural Development Program of Cau Loc commune has achieved encouraging results, completing 19/19 criteria in New Rural Development. The Party Committee, government, and people of Cau Loc commune (Hau Loc) were honored to receive Decision No. 2209/QD-UBND dated June 23, 2023 from the Chairman of Thanh Hoa Provincial People's Committee on recognizing Cau Loc commune, Hau Loc district, Thanh Hoa province as meeting the New Rural Development standards in 2023.

With the condition that a commune still has many difficulties, achieving the above outstanding and proud achievements, in the process of implementing the New Rural Construction Program, Cau Loc commune draws lessons:

Firstly, New Rural Development is a major program that has a direct impact on all aspects of the cultural and social life of the people. New Rural Development is the responsibility of the entire political system, in which the leadership role of the Party Committee and the management and administration of the government are promoted. Therefore, it is necessary to carry out propaganda, mobilization and explanation work well so that all people clearly understand the goal of New Rural Development is to develop the economy, culture and society in a sustainable direction, associated with environmental protection. To improve people's income and life, the people are the subjects of New Rural Development, all things that people know, people discuss, people do, people enjoy, from which people trust and actively and voluntarily participate.

Second, the new rural construction must inherit, promote and sustainably develop the achieved targets, supplement, upgrade and improve to perfect the nearly achieved criteria and focus on directing the difficult to achieve criteria.

Third, strongly implement socialization to mobilize resources in the residential community, successful children of expatriates and the business community with passion for the locality to create more capital, combined with budget capital to focus on welfare projects serving the community.

Promoting the tradition of the homeland, the diligence and creativity in labor production of the people and the achievements in the New Rural Construction, that is the foundation for Cau Loc to continue to maintain and further improve the quality of New Rural Construction for the following years and strive to soon become an advanced New Rural Commune, a model New Rural Commune. Cau Loc Commune has been proposing solutions for the following years, which are: Continuing to base on the planning approved by competent authorities, proactively building detailed plans to attract investors in the field of agricultural development, investing in trade and service development, creating jobs and stable income for the people, contributing to the task of sustainable poverty reduction of the locality. Continuing to mobilize people to contribute human and material resources to build traffic works, irrigation works, schools. Regularly maintaining and repairing works, creating conditions for access to industrialization and modernization of agriculture and rural areas. Strengthening the direction to improve the quality of activities of cultural villages and cultural agencies, promoting the movement "All people unite to build a cultural life" associated with the New Rural Development Program; maintaining political security and social order and safety. Continuing to effectively implement Directive No. 05-CT/TW of the Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" associated with implementing Resolution 4 of the Central Committee (12th tenure) to cadres, party members and people, making clear changes in morality and lifestyle. Innovating working style and manners, improving the leadership capacity of party organizations and party members, maintaining a clean and strong party organization, comprehensively strong political organizations... Thereby, contributing to the successful implementation of resolutions of party congresses at all levels, Resolution of the 30th Cau Loc Commune Party Congress, term 2020-2025, building Cau Loc homeland to become increasingly rich, beautiful and civilized.
