The congress has the theme: Building a clean and strong Party organization and political system; promoting the strength of great solidarity; focusing on digital transformation; mobilizing all resources for socio -economic development; ensuring national defense and security; bringing Lai Chau to green, fast and sustainable development.
Lai Chau Provincial Party Secretary Giang Pao My stated: The Congress will conduct a comprehensive and in-depth summary and assessment of the results of the implementation of the goals and tasks of the Resolution of the 14th Provincial Party Congress and agree on the main goals, targets, key tasks, breakthroughs and solutions for synchronous and effective implementation of the Resolution of the 15th Provincial Party Congress; review the leadership and direction of the 14th Provincial Party Executive Committee in implementing the province's political tasks... These are very important tasks, which are decisive for the success of the Congress and the successful implementation of the Party's tasks in the next 5 years. Therefore, delegates need to promote the spirit of democratic centralism, collective intelligence, and well implement the contents of the program, contributing to the successful organization of the 15th Provincial Party Congress.
Directing the Congress, Secretary of the Party Central Committee, General Trinh Van Quyet praised the results achieved by the Party Committee, government and people of all ethnic groups in Lai Chau province in the 2020-2025 term. The Provincial Party Committee demonstrated the spirit of solidarity, democracy, discipline, creativity and development; objectively and comprehensively assessed the results of implementing the Resolution of the Party Congress for the 2020-2025 term; closely forecasted the situation, fully grasped the Central Committee's direction to determine the goals, key tasks, breakthroughs and main solutions for the 2025-2030 term; and the personnel plan ensured the conditions for organizing the Congress.
Secretary of the Party Central Committee, General Trinh Van Quyet suggested that the Provincial Party Committee should focus on rapid and sustainable economic development, exploit and maximize potentials and advantages, create breakthroughs with the target of double-digit growth, contributing to realizing the country's high development goals. The province focuses on restructuring agriculture towards increasing added value and sustainable development, safe and organic agricultural production, applying high technology, prioritizing the development of specialty products, precious medicinal herbs, raising large livestock associated with deep processing, building brands, expanding domestic and export markets. Lai Chau promotes the development of clean energy industry, mining and processing industry, promptly deploying rare earth mining and processing projects; developing multi-sector economy, especially private economy according to Resolution 68-NQ/TW of the Politburo, Resolution No. 138/NQ-CP of the Government; promoting the development of border gate economy, foreign economy, and border trade.
The Lai Chau Provincial Party Committee needs to proactively follow the major orientations in the draft Political Report of the 14th National Party Congress and thoroughly grasp the direction of General Secretary To Lam; apply concretization and be determined to successfully implement the identified breakthroughs. General Trinh Van Quyet suggested that the province step up the building and rectification of the Party and the political system to be clean and strong in all aspects with new thinking, vision and knowledge; review and rearrange the staff, especially leaders at all levels, build a team of dedicated, visionary and aspirational cadres who dare to think, dare to do and dare to take responsibility for the common good. Briefly presenting the Political Report to the Congress, Standing Deputy Secretary of Lai Chau Provincial Party Committee Le Minh Ngan stated: In the 2020-2025 term, the Party Committee, government and people in the province promoted the tradition of solidarity, overcame difficulties and achieved many important results. The total product in the province (GRDP) is estimated at 5.4%/year, the scale of GRDP at current prices is estimated at 32,595 billion VND, the average income per capita is estimated at 65 million VND/year, an increase of 21.3 million VND compared to 2020. The economic structure continues to shift in the right direction.
Industry continues to develop, accounting for a large proportion of the province's GRDP structure. Total import and export turnover is estimated at 188.7 million USD. Tourism has grown quite well, estimated at over 5 million visitors, the number of visitors increases by an average of 33.4%/year, total revenue is estimated at over 3,800 billion VND. The whole province has 22 recognized tourist areas and spots, forming a number of new rural villages associated with tourism. Education has been comprehensively and fundamentally innovated and gradually improved in quality and efficiency. Social security is guaranteed, the poverty rate has decreased rapidly, averaging 3.9%/year.
Implementing the streamlining of the organizational apparatus and the two-level local government model, the whole province has reduced nearly 900 organizations and units; nearly 1,500 staff; 68 commune-level administrative units; 267 grassroots party organizations, 79 party cells directly under grassroots party committees...
The report reviewing the leadership and direction of the Executive Committee and the Standing Committee of the Provincial Party Committee for the 14th term, 2020-2025, stated: The Executive Committee and the Standing Committee of the Provincial Party Committee made efforts to overcome difficulties, leading the entire Party, the entire army, and the entire people to complete the goals set by the 14th Congress. The Party Executive Committee, the Standing Committee of the Provincial Party Committee, and the Standing Committee of the Lai Chau Provincial Party Committee organized 42 conferences and 281 meetings to give opinions and decide on contents under their authority; issued 11 thematic resolutions, 3 projects, 8 conclusions, 65 action programs and many documents on leadership and direction in performing tasks according to functions, authority, and working regulations, ensuring progress, quality, and suitability with the reality of the province, achieving important results in various fields...
On September 19, the Congress elected the Provincial Party Executive Committee for the 15th term, 2025-2030 term, and announced the election results; held the first meeting of the Provincial Party Executive Committee for the 15th term, 2025-2030 term, and reported the results of the meeting; elected the delegation to attend the 14th National Congress of the Party; passed the Congress Resolution and closed.
