Opening of the 16th Congress of Quang Ninh Provincial Party Committee, term 2025

Also attending were representatives of leaders of Central Committees, ministries, branches, leaders of Quang Ninh province through the periods, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes and 366 official delegates from 59 affiliated party committees representing more than 104,000 party members and more than 1.4 million people of all ethnic groups in Quang Ninh province.

With the theme "Under the glorious flag of the Party, joining hands, being united, determined to successfully implement the development goals by 2030, confidently, firmly, moving forward in the era of national growth, building Quang Ninh into a rich, civilized, modern, happy, and soon becoming a centrally-run city", the Congress is an important political event, continuing the heroic tradition of "Discipline and Unity", affirming the mettle, intelligence and aspiration to rise of Quang Ninh - a mining land rich in revolutionary traditions, an international gateway, a particularly important strategic area, a fence of the Fatherland.

Speaking at the opening of the Congress, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Vu Dai Thang emphasized that during the 15th Congress term, the entire Party Committee, government and people of all ethnic groups in Quang Ninh province have united, promoted the spirit of innovation and creativity, overcome difficulties and challenges, and achieved many important and comprehensive achievements in all fields.

Entering the new term, Quang Ninh is facing many new opportunities and fortunes, but will also have to face many difficulties and challenges. The Congress affirmed the revolutionary achievements that Quang Ninh has achieved in the past period of innovation, integration and development, under the wise leadership of the Party; at the same time, put forward important decisions to continue to have new, more comprehensive and solid steps of development.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress has four important tasks, which are: to summarize and evaluate the situation and results of the implementation of the Resolution of the 15th Provincial Party Congress, to set out directions, goals, tasks and solutions for the 2025 - 2030 term; to continue discussing and contributing opinions to the draft documents of the 14th National Congress of the Party; to select comrades who are truly exemplary in terms of political qualities, intelligence, ethics, capacity, prestige, with a spirit of solidarity, creativity, determination and high responsibility to be elected to the Provincial Party Executive Committee for the 16th term, 2025 - 2030 term; to select and elect the Delegation to attend the 14th National Congress of the Party, ensuring standards, structure and quantity.

The Congress listened to Standing Deputy Secretary of the Provincial Party Committee Trinh Thi Minh Thanh present the draft Political Report to the Congress; Deputy Secretary of the Provincial Party Committee Vu Quyet Tien present the draft Report reviewing the leadership and direction of the Provincial Party Committee, term XV.

In the opening session of the Congress on the morning of September 26, on behalf of the Politburo, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang will give an important speech directing the Congress.

Previously, on the afternoon of September 25, the Congress held a preparatory meeting to elect the Presidium, the Secretariat, and the Delegate Qualifications Verification Committee, and at the same time approved the working program, regulations, and rules of the Congress; thoroughly grasped a number of contents on the Party's election regulations; reported on the synthesis of comments on the draft documents to be submitted to the 14th National Party Congress; discussed in groups the draft documents to be submitted to the 14th National Party Congress and documents to be submitted to the 16th Provincial Party Congress.

The preparations for the Congress were carried out in accordance with principles, regulations, Party Charter and instructions from superiors. The documents submitted to the Congress were carefully, cautiously, thoroughly prepared, receptive to the maximum contributions of enthusiasm and responsibility, deeply reflecting the intelligence, belief and aspiration for rapid and sustainable development of Quang Ninh province of agencies, units, collectives and individuals.

The personnel work for the Congress was prepared seriously, scientifically, democratically, objectively, transparently, in accordance with the regulations of the Central Committee and closely following the requirements and tasks in the new situation, creating high consensus. The contents of the Provincial Party Committee's preparations for the Congress were highly appreciated by the Politburo.

The 16th Congress of Quang Ninh Provincial Party Committee, term 2025-2030, will hold its closing session on September 27, 2025.
