
Outstanding achievements
According to delegate Tran Hong Nguyen, since the national general election on January 6, 1946, the Vietnamese National Assembly has undergone 15 terms of operation with many profound imprints. The Constitutions and hundreds of laws promulgated not only clearly demonstrate the role of the National Assembly as the highest representative body of the People, the highest State power body, but also the crystallization of the will and aspirations of the entire nation.
Constitutional and legislative activities over the past 80 years have contributed to consolidating the great national unity bloc - the core value of the Vietnamese revolution; affirming equal rights among classes, ethnic groups and social groups, creating a solid foundation for the country's stability and development.
Delegate Tran Hong Nguyen emphasized: "Each Constitution and each law passed by the National Assembly is closely linked to the historical context, contributing to the implementation of the country's strategic goals, from gaining independence and unification to the cause of innovation and international integration." In particular, in the integration process, the laws have created a solid legal foundation, helping Vietnam transform from a besieged and embargoed country into an active member of the international community, enhancing the country's position.

Innovative legislative thinking
Delegate Tran Hong Nguyen pointed out: From the early days of its establishment, the National Assembly focused on building a legal system to manage society, eliminate remnants of the old regime, and mobilize resources for the resistance war. During the period of planned economy , the law mainly served to manage society by administrative measures.
Since the country implemented the renovation policy, constitutional and legislative thinking has developed strongly, emphasizing the socialist rule of law. Especially since the 8th Session of the 15th National Assembly, legislative thinking has continued to innovate in the direction of ensuring management while encouraging creativity, liberating productive forces, and unleashing all development resources. At the same time, legislative processes and techniques have been increasingly improved, from being simple at the beginning to now becoming rigorous, scientific, democratic and professional.

Lessons learned
According to delegate Tran Hong Nguyen, over 80 years, constitutional and legislative activities have left many valuable lessons. It is clear that the Party's leadership is the key factor ensuring success; Promoting democracy, publicity and transparency helps the Constitution and laws fully reflect the will of the people; Laws must be closely linked to reality, otherwise they will be less feasible; Legislative techniques must be scientific and professional to improve quality; Synchronous coordination between subjects is a condition to ensure the quality and progress of law-making; Law-making must go hand in hand with implementation and supervision.
Only when legislation is combined with timely supervision and adjustment can the law truly be an effective tool serving national development.

Future orientation
In the context of the country facing the need to transform the growth model, digital transformation, climate change, population aging, geopolitical competition and deep integration, delegate Tran Hong Nguyen recommended that it is necessary to continue to promptly institutionalize the Party's guidelines and policies into laws; control power, prevent corruption and negativity. Strongly deploy creative legislative thinking, create a legal corridor for innovation, digital economy, digital society, digital government. At the same time, improve legislative processes and techniques in a professional and scientific direction; each draft law must summarize practices, assess impacts, and consult experts. Promote the role of the people, ensure substantive consultation, and have a transparent feedback mechanism. Focus on perfecting the monitoring, post-audit, and evaluation mechanisms for the effectiveness of law enforcement in association with the satisfaction of people and businesses.
Delegate Tran Hong Nguyen emphasized: “Over the past 80 years, the National Assembly has affirmed its central position in the political system, contributing to building and defending the Fatherland. Looking to the future, with the leadership of the Party and the support of the people, the National Assembly will continue to innovate and build a modern legal system, bringing Vietnam towards the goal of becoming a developed country by 2045.”
