On the morning of September 16, comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a working delegation to inspect the progress of a number of projects in Nghi Son Economic Zone (KKTNS); and at the same time listened to a report on the selection of locations for the construction of national reserves for crude oil and LNG reserves.
Also participating in the working delegation were comrade Nguyen Tien Hieu, member of the Provincial Party Standing Committee, Head of the Management Board of Nghi Son Economic Zones and Industrial Parks (IPs); leaders of departments, branches and sectors of the province and Nghi Son town.

According to the report of Nghi Son Town People's Committee and the Management Board of Investment and Construction Projects of the Economic Zone and Industrial Parks (Regional Board), a number of key projects are being implemented in Nghi Son Town; however, the implementation process is facing many difficulties and obstacles.
Chairman of Nghi Son Town People's Committee reported on the progress of site clearance of key projects in the area.
For the Dynamic Urban Development Project - Tinh Gia Urban Sub-project, the site clearance work for project implementation has been 100% completed in a number of items. Nghi Son town has handed over to the investor to organize the construction of component projects, such as: Upgrading Do Be bridge and roads at both ends of the bridge in Binh Minh ward and Hai Thanh ward; building a wastewater collection and treatment system for the central area of Nghi Son town, a wastewater treatment station in Binh Minh ward; 4 resettlement areas in the wards: Ninh Hai, Hai Hoa, Binh Minh, Nguyen Binh; renovating 5.6km of Cau Trang canal.
The Head of the Regional Board reports on the construction progress of projects invested by the unit.
In 2024, Nghi Son town issued 25 decisions approving compensation plans, with an amount of 143.2 billion VND. In total, Nghi Son town issued 189 decisions approving compensation plans, with an amount of 523.7 billion VND. Currently, 146 billion VND/232 households have not yet completed payment due to lack of funding. Meanwhile, the progress of the Urban Housing Project in Nguyen Binh ward to create counterpart funds is facing obstacles due to changes in Land Law policies and project deadlines.
Representatives of the Management Board of the Economic Zones and Industrial Parks reported on issues related to procedures for project implementation.
According to the report of the Regional Board, due to difficulties in site clearance, the construction of some component projects has not been on schedule. Along with that, at locations where the site is available, the contractor's capacity is weak, leading to very low disbursement of capital for this project this year.
Regarding the North-South Expressway Connection Project, National Highway 1A to Nghi Son Port, Nghi Son town has completed the inventory of the current status of the entire project passing through the area; approved the compensation and support plan with an amount of 11.98 billion VND/205 households; paid 10.83 billion VND/176 households and handed over the site to the construction unit of part of route 1 of the project. Nghi Son town People's Committee plans to complete the site clearance work for route 1 before September 30 and organize the work of examining the land origin for route 2 before October 30.

After listening to the reports and explanations of Nghi Son town and the Regional Board on the progress of site clearance and construction of the projects, the Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi affirmed that these are all important projects, of great significance and driving force for the development of the Economic Zone in general and Nghi Son town in particular. However, some capital sources for implementing the projects will expire according to regulations; therefore, the organization and implementation of the disbursement of this capital source is very urgent.
He requested the units involved in implementing these projects such as the Management Board of the Economic Zone and Industrial Parks, the Regional Board, and Nghi Son town to further improve coordination in implementing related tasks and sharing work in performing site clearance tasks; regularly hold meetings to quickly, promptly, and thoroughly resolve problems; in which, the Management Board of the Economic Zone and Industrial Parks, the Regional Board requested to increase the number of staff to coordinate with Nghi Son town in implementing the work.

Regarding the Dynamic Urban Development Project - Tinh Gia Urban Sub-project, he requested that based on the arranged loan capital, Nghi Son Town People's Committee focus on organizing site clearance at key locations so that contractors can complete the cross-sections and connect the route sections; at the same time, quickly carry out related procedures to complete the Urban Housing Project in Nguyen Binh Ward, quickly create counterpart capital to carry out the next tasks.
He also requested the Regional Board to work with the contractor to vigorously urge the construction progress of the locations where the site has been cleared, and coordinate with the Nghi Son Town People's Committee to ensure construction measures if there are any obstacles to speed up the disbursement of capital funded by the World Bank.
Regarding the content of selecting the location to build a national reserve for crude oil and LNG reserve, after inspecting the locations proposed by the Management Board of the Economic Zone and Industrial Parks; based on discussions and agreements with the sectors and to facilitate investment and construction work, in accordance with the operation work, the Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi agreed to propose the location of area N, with a total area of about 140 hectares (belonging to Industrial Park No. 6) to submit to the Ministry of Industry and Trade for planning to build a national reserve for crude oil. At the same time, add a part of area C (belonging to the Nghi Son Refinery and Petrochemical Complex Project) in accordance with the development plan of the oil refinery using corporate capital or other legal capital sources to build the crude oil reserve of the factory.
The working group gave opinions on the proposed planning location of the national reserve for crude oil and LNG reserves.
Regarding the planned location of the LNG storage, the comrade agreed with the Management Board of the Economic Zone and Industrial Parks to propose to the Ministry of Industry and Trade to plan in the western area of Me Island with about 100 hectares. This location is consistent with the planning orientation of Thanh Hoa seaport land and water areas; at the same time, it takes advantage of the potential of Nghi Son Deepwater Port to receive large and popular LNG ships in the world, with a load of 200,000 DWT.
Previously, the working delegation conducted a field survey to deploy the construction status of the Dynamic Urban Development Project - Tinh Gia Urban Sub-project, the Urban Housing Area in Nguyen Binh Ward and surveyed the proposed location to build a national reserve for crude oil and an LNG reserve.
