Wherever there is difficulty, we will overcome it there. If in the end the efficiency is still poor, we must change people."
The Chairman of the Provincial People's Committee emphasized that the directors of departments and branches must promote their pioneering role in resolving common difficulties with the Provincial People's Committee such as: land, industry, investment attraction, etc. For the dossiers proposed by large enterprises, specialized departments will complete the procedures to submit to the Provincial People's Committee. Within their authority, the Provincial People's Committee will consider granting policies and creating conditions for investors to implement projects.
At the conference, departments, branches and localities focused on issues related to management, operation and implementation of socio-economic development tasks. Units shared difficulties and obstacles, proposed solutions to overcome difficulties, promote local development such as: capital disbursement, budget collection, accelerating the industrial and energy sectors, etc.
Regarding GRDP growth, Director of Lam Dong Provincial Statistics Office, Pham Quoc Hung emphasized: To achieve the growth target of 8%, in the fourth quarter of 2025, GRDP must grow by a breakthrough of over 10.4%. To achieve high growth, the province's economy must depend on the industrial and construction sectors.
“We focus on removing obstacles for electricity production and distribution and promoting investment attraction. Units and localities should promote the disbursement of public investment capital. Because this is a field with many major bottlenecks,” Mr. Hung proposed.
Regarding promoting public investment, Director of the Department of Agriculture and Environment, Ton Thien San, proposed that units and localities accelerate site clearance work. Because without site clearance, the project cannot be constructed.
“Construction units often justify the problem due to the land. However, many available land plots are not being constructed. Investors should strictly handle this issue. Construction must be carried out as soon as the land is available to speed up the progress,” said Mr. San.
Sharing the same view, Director of the Department of Ethnic Minorities and Religions Bui Huy Thanh said that the current public investment debt of contractors is very large. The project has already reached its volume, it must be accepted, settled and paid off. If this is done well, the disbursement rate will increase.
Regarding the industrial sector, Director of the Department of Industry and Trade Nguyen Ba Ut affirmed that the industrial sector is currently on the rise. The most impressive is the very high growth rate of the processing and manufacturing industry, with an increase of 9%. If this trend continues, from now until the end of the year, Lam Dong is quite confident that the industrial sector will far exceed the set target.
Concluding the conference, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi affirmed that up to now, Lam Dong is confident that it has successfully completed the tasks assigned by the superiors in operating the two-level local government. However, all of them are not yet effective, because there are still difficulties at the commune level.
The Provincial People's Committee understands and shares this with the localities. We clearly see the difficulties in the communes and there are still many opportunities to solve them. The most important issue is the human resource issue. The local level must choose the right people, the right positions, and have them all working together.

Regarding the development of socio-economic indicators, according to the departments and branches, there are many bright spots for us to be confident that we will complete the plan by the end of the year. The leaders of the departments and branches must resolutely connect with the General Statistics Office to analyze bottlenecks to forecast as soon as possible.
Regarding the disbursement of public investment capital, departments, branches and localities must consider this as the top priority task. Units support and agree with the Provincial People's Committee in site clearance, project supervision, etc.

In the first 9 months of 2025, Lam Dong's GRDP growth rate increased by 6.80% over the same period in 2024. State budget revenue is estimated at 23,592 billion VND, reaching 84% of the assigned estimate, up 19.1% over the same period. Total export turnover of the whole province reached 2,457 million USD, reaching 79.8% of the plan, up 20.5% over the same period. Total social development investment capital realized was 76,967 billion VND, up 8.5% over the same period. The disbursement rate of public investment capital reached nearly 30% of the plan.
