Field inspection of some works under the Basic Infrastructure project for comprehensive development of Quang Tri province

This morning, July 25, Vice Chairman of the People's Committee of Quang Tri province Le Duc Tien and leaders of a number of relevant departments, branches and localities inspected a number of works under the Basic Infrastructure Project for Comprehensive Development of Quang Tri province (BIIG2 Quang Tri Project).

The BIIG2 Quang Tri project has a total approved adjusted investment of 48.774 million USD, of which the preferential loan from the Asian Development Bank (ADB) is 32.25 million USD, the regular loan from ADB is 9 million USD, and the counterpart capital is 15.524 million USD.

Implementation period from 2018 to September 30, 2025. The project aims to enhance the connectivity of areas within Quang Tri province by developing transport infrastructure connecting regions, sub-regions, and other infrastructures; promoting economic growth in the region by constructing and renovating infrastructure works serving production development (including developing industrial parks, supporting agricultural production development) and providing technical support activities, project management necessary to effectively operate proposed works. The project is implemented in Trieu Phong, Hai Lang, Gio Linh, Vinh Linh, Cam Lo, Dakrong, and Huong Hoa districts.

At the field inspection site in Gio Linh and Trieu Phong districts, representatives of the Provincial Construction Investment Project Management Board reported on the project implementation status. Accordingly, for the project of constructing infrastructure for the Cua Tung - Cua Viet tourist service area (package QT04), the site clearance work for 3 routes with a total length of 14.64 km has been basically completed.

Particularly, the 5.01 km long Cua Tung - Cua Viet tourist service belt route has handed over the site from km0+500 - km5+00, however, in this section there are still about 500 m with many small sections that have not yet been handed over the site.

It is expected that by September 30, 2025, the Cua Tung - Cua Viet tourist belt route and the entire project will be completed. The current difficulty and problem is that the first section of the route, about 450 m long, has not been cleared because the affected households do not agree with the land acquisition policy to implement the project. On the other hand, 4.5 km has been handed over but there are still some households that have not agreed with the compensation and support plan and some households are absent and have not yet registered...

For the construction project of Hung Vuong Road connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone (QT02 package), 2.151 km/2.151 km of Hung Vuong Road has been handed over; 0.45 km/2.043 km of DH 33 Road (commonly called Bao Dai Road by local people). Regarding construction work, about 1.47 km/2.15 km of Hung Vuong Road has been dug and filled; 0.45 km of Bao Dai Road has been handed over but construction has not continued due to lack of access road.

In addition, Hung Vuong Street is currently stuck with 1 grave, 1 household electricity pole, 5 telecommunication electricity poles and 1 line contractor; Bao Dai Street still has 11 households that have not agreed on a compensation plan, including 2 households that built houses without permission on agricultural land.

Therefore, the investor requested the Provincial People's Committee to direct Trieu Phong district to step up propaganda and mobilization to create consensus among the people, speed up site clearance work, and promptly hand over clean land to the contractor to implement construction to ensure progress.

For the project of constructing a road connecting Cua Viet port with the eastern communes of Trieu Phong - Hai Lang district and the central area of ​​the Southeast Quang Tri Economic Zone (package QT03), the site clearance work has been completed for 3,321 km/16,269 km of the main route in Trieu Phong district; the branch routes have been completed for 11,722 km/20,919 km. Currently, the contractor is temporarily suspending the implementation of this package and proposing not to extend the contract implementation period, so the investor is requesting the contractor to have an official document to report to the Provincial People's Committee for consideration and direction.

After conducting a field inspection, Vice Chairman of the Provincial People's Committee Le Duc Tien requested localities to be more active in mobilizing and propagating people's consent and support for the project implementation, and promptly complete the site clearance work to hand over the clean site to the construction unit. If necessary, it is possible to closely study the current status and natural elevation to propose solutions to adjust the design appropriately, ensuring harmony of interests and creating consensus among the people. The investor proactively arranges sufficient funds to promptly pay people when carrying out site clearance work.

Relevant departments, branches and localities continue to coordinate and support contractors and construction units to remove obstacles; promptly complete necessary procedures, report to the Provincial People's Committee for consideration and timely comments. Contractors and construction units also need to seriously implement project items, make efforts to overcome difficulties, promptly propose solutions to ensure progress as committed.
