Speaking at the opening of the session, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said: The 19th session of the Provincial People's Council is the first session of 2024, organized to promptly decide on urgent matters within its authority, contributing to promoting the socio -economic development of the province.

Opening of the 19th session of the 15th Provincial People's Council — Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered the opening speech of the Session.

At this session, the Provincial People's Council reviewed and discussed 9 draft resolutions on planning, economy, budget, approval of investment policies; approved the list of works and projects requiring land recovery; the list of land use conversions for rice cultivation and protective forest land to implement works and projects in the province in 2024, the draft resolution on regulations on prices of medical examination and treatment services not covered by the Health Insurance Fund in State medical examination and treatment facilities in the province and carried out personnel work under its authority.

For the success of the session, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested the Provincial People's Council delegates to uphold the spirit of responsibility, promote democracy, concentrate their intelligence, actively participate in discussions, and contribute opinions to the contents presented at the session, so that the resolutions of the Provincial People's Council are passed with quality, soon put into practice, contributing to the completion of the socio-economic development goals of the province in 2024 and the following years, meeting the requirements and aspirations of voters and people in the province.

After the opening speech, delegates listened to the Reports on the issuance of resolutions; reports on the results of the examination of draft resolutions of the Economic-Budget Committee, the Social-Cultural Committee (Provincial People's Council) and discussed the reports and reports.

Accordingly, discussing at the meeting hall, delegates expressed their agreement and appreciation for the contents presented at the meeting, which had been carefully and meticulously prepared, reviewed by the committees of the Provincial People's Council, and were highly unanimous, ensuring full legal basis for implementation.

Highly agreeing with the issuance of the draft Resolution amending a number of contents in Article 1 of Resolution No. 171 dated December 20, 2023 of the Provincial People's Council "Approving the Planning of Ninh Binh province for the period 2021 - 2030, with a vision to 2050", delegates proposed to supplement the legal basis and key breakthrough tasks to ensure feasibility and closeness to reality, and at the same time suggested that it is necessary to promptly direct the issuance of specific plans and programs, in which clearly defining the roadmap, appropriate steps, and specific responsibilities of each level and each sector. After the Planning is approved by the Government, it is necessary to study and issue a specialized resolution of the Provincial Party Executive Committee to create high unity in will and action to organize and implement throughout the political system.

Some delegates also said that the issuance of the draft resolution on the price of medical examination and treatment services not covered by the Health Insurance Fund in state-owned medical examination and treatment facilities in Ninh Binh province is necessary to create equality, no discrimination in the price of medical examination and treatment services between people without health insurance and people with health insurance, creating favorable conditions for medical examination and treatment facilities to improve the quality of operations, and implement the roadmap for autonomy. At the same time, it is recommended to review some phrases in the subjects of application and scope of adjustment; carefully review the lists to ensure compliance with regulations.

Regarding the draft Resolution on adjusting the local budget estimate of Ninh Binh province in 2023, some delegates suggested that immediately after the resolution is passed, the Provincial People's Council and People's Committee should promptly issue guiding documents for implementation so that localities can deploy it promptly and in accordance with regulations.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Quang Ngoc clarified a number of issues raised by delegates during discussions in the hall. He emphasized that the organization of the meeting demonstrated the determination, spirit of unity, sharing and common accompaniment of the entire political system in solving arising problems.

Agreeing with the Verification Report of the 2 Provincial People's Council Committees and accepting the opinions of the delegates, the Chairman of the Provincial People's Committee also clarified a number of contents raised by the delegates related to the Submission on amending a number of contents under Article 1, Resolution No. 171/NQ-HDND dated December 20, 2023 of the Provincial People's Council approving the Planning of Ninh Binh province for the period 2021-2030, with a vision to 2050.

He said: The amendment and supplementation of a number of indicators under Article 1, Resolution 171 aims to ensure the completion of the Provincial Planning - an important task, deciding the future development of the province, until 2050.

Regarding the adjustment and addition of some indicators in Resolution 171 such as: "Striving for cultural industry to account for 10% of GRDP" and the indicator "striving to be one of the 10 provinces and cities with the highest per capita income in the country", the Chairman of the Provincial People's Committee affirmed: these are indicators built on the basis of closely following the reality and orientation of the province "taking tourism and cultural industry as spearheads". The addition of these two indicators demonstrates the province's aspiration for the country's development; affirming the growth quality of the provincial economy.

The comrade also discussed and clarified a number of adjusted targets in Resolution 171, such as: The rate of secondary schools meeting national standards reached 100%; GRDP per capita; the rate of poor households (according to multidimensional poverty standards) reached below 2% and a number of other issues that delegates were interested in during the discussion.

Concluding the discussion in the hall, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council discussed and agreed on a number of issues that the delegates were interested in and discussed.

Also at this session, the Provincial People's Council listened to the report and elected additional members of the Ninh Binh Provincial People's Committee for the 2021-2025 term.

Accordingly, with a high number of votes of confidence, Mr. Nguyen Thanh Thuy, Director of the Department of Natural Resources and Environment, was elected to hold the position of member of the Ninh Binh Provincial People's Committee for the 2021 - 2025 term. The resolution confirming the results was passed immediately afterward.

With high consensus, the Provincial People's Council voted to pass 9 draft resolutions.

Speaking at the closing session, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed that the draft resolutions passed at this session create an important legal basis to ensure the implementation of regulations on planning, economy, budget, medical service prices and public investment projects in the province are carried out in accordance with the law, contributing to promoting investment attraction, socio-economic development, ensuring security and defense, creating momentum for the rapid and sustainable development of Ninh Binh province in the coming years.

Affirming the success of the session and noting the key tasks in 2024, he requested the Committees of the Provincial People's Council and the Provincial People's Council Delegation Groups to continue to innovate and improve the effectiveness and efficiency of operations to join the Provincial People's Committee and agencies in the province's political system to successfully carry out the socio-economic development tasks in 2024 and the 2021-2025 period, bringing our province to rapid and sustainable development. He requested all levels, sectors and localities to synchronously, promptly and comprehensively implement the resolutions of the Provincial People's Council; closely monitor developments and forecast the situation in the country, the region and the world, and have appropriate and feasible solutions to effectively implement the targets and tasks on socio-economic development, ensuring national defense and security, building the Party and the political system of the province to be clean and strong.

In the immediate future, focus on directing well the activities before, during and after the Lunar New Year 2024, ensuring political security, order and social safety in the province; coordinate well in social security work, take care of Tet for policy families, poor households, near-poor households, workers, laborers in difficult circumstances, and vulnerable people so that every family and every person has the conditions to enjoy Tet and welcome Spring.

All levels, sectors, localities and units should promote the patriotic emulation movement right from the first months and quarters of the new year 2024, achieving the highest achievements to celebrate the 94th anniversary of the founding of the Communist Party of Vietnam and major national holidays in 2024.
