Lai Chau: Ensuring 100% of ethnic minority children are taught Vietnamese

Lai Chau province has just held a conference to summarize the implementation of the Project to enhance Vietnamese language for preschool children and primary school students in ethnic minority areas in the period 2016 - 2020, with a vision to 2025, and the Project to develop preschool education in the period 2018 - 2025.

The project “Enhancing Vietnamese language for preschool children and primary school students in ethnic minority areas in the period 2016 - 2025” and the project “Developing preschool education in the period 2018 - 2025” have been promoted by Lai Chau province. The key objectives and tasks of the two projects have been successfully completed, contributing to the sustainable development of education in ethnic minority areas.

The school and classroom system continues to receive attention, with increased investment in facilities and equipment for educational institutions, especially in disadvantaged areas. The rate of solid and semi-solid classrooms in preschools reaches 100%. For primary schools, the rate of solid classrooms reaches 98.6%.

The rate of mobilizing 5-year-old children to go to school is almost absolute (99.98%), preschool children reach 99.8%; 100% of preschool children and primary school students go to school 2 sessions/day; the rate of 6-year-old children entering grade 1 reaches 99.99%, this contributes to maintaining and improving the quality of universal education in the province.

The work of training and improving the capacity of the team of managers and teachers continues to receive attention. The rate of preschool teachers meeting the training standards is 96.1%, of which the level above the standard is 75.2%. The rate of teachers who are assessed and classified as having good professional standards or higher is 92.5%. The work of training ethnic languages ​​and methods of enhancing Vietnamese language is implemented synchronously, contributing to improving the effectiveness of teaching in ethnic minority areas.

The quality of preschool and primary education continues to be maintained and improved, the targets set in the two projects have been achieved and exceeded the plan. The rate of ethnic minority children who have been enhanced with Vietnamese language has reached 100%, appropriate for their age; helping to form listening, speaking, reading, writing skills and reading culture from an early age, creating confidence for children in communication and learning. The rate of schools meeting national standards has increased day by day, in particular, the rate of preschools meeting national standards has reached 74.1%, exceeding the plan by 24.1%.

Mr. Tong Thanh Hai, Standing Vice Chairman of Lai Chau Provincial People's Committee, emphasized: "The outstanding result is that 100% of ethnic minority children have been enhanced with Vietnamese language, improving their listening, speaking, reading and writing skills; the scale and quality of preschool education have exceeded the set target. The universalization of preschool education has been firmly maintained."

In the coming time, all levels, sectors and localities in Lai Chau province will continue to research and include the goals of education and training development in the Resolutions of Party Congresses at all levels and the local socio -economic development plan. Carry out well the work of reviewing schools, classes, facilities and staff after the dissolution of districts and the merger of communes; do well the work of forecasting changes in the number of students in the next 5, 10 and 15 years to develop plans and plans for the network of schools, classes, facilities and staff in accordance with actual needs. Continue to be proactive in consulting and coordinating synchronously to organize the implementation of educational policies in ethnic minority areas. Maintain the results of universalizing preschool education for 5-year-old children, universalizing primary education at level 3; promote the effectiveness of inspection and supervision of the implementation of educational tasks.

At the Conference, the leaders of Lai Chau Provincial People's Committee awarded Certificates of Merit to 23 collectives and 46 individuals with outstanding achievements in deploying and implementing the Project to enhance Vietnamese language for preschool children and primary school students of ethnic minorities in the period 2016 - 2020, oriented to 2025 and implementing the Project to develop preschool education in the period 2018 - 2025.
