Lam Dong urgently establishes a schedule for implementing investment projects.

Reporting at the meeting, the leader of Project Management Board No. 1 said: The Board is managing 41 projects, with 29 projects allocated capital this year. The total disbursement value is more than 144/3,281 billion VND, reaching 4.4%.

Of which, basic construction projects: 142.6/961.7 billion VND, reaching 14.84%. Central budget allocation: 78.9/407.3 billion VND, reaching 19.38%.

Notably, projects such as: Tan Phu - Bao Loc Expressway Project has been approved, bidding documents are being reviewed; Bao Loc - Lien Khuong Expressway Project has not been allocated capital this year; Agricultural infrastructure improvement project has disbursed 32.8%; Ta Hoet Reservoir Project is currently suspended due to compensation problems.

In addition, the Board is also assigned to implement other projects: Mo Vet Bridge Construction Project; Rural Sanitation and Clean Water Expansion Program; DT.729 Road Construction Project; DT.721 Road Upgrade Project; Cam Ly - Phuoc Thanh Road Construction Project; Investment and Construction Project to Replace 5 Weak Bridges; Waterproofing and Leakage Repair Project for the Provincial Administrative Center Building; Da Lay and Da Si Lake Canal System Project; Lien Khuong - Prenn Expressway Frontage Road Construction Project; Obstetrics Department Construction Project of Lam Dong Children's Hospital.

The common problem of these projects, according to the Board's report, is that the site clearance work is slow due to many reasons. Among them, people do not agree with the compensation price and the administrative procedures are complicated.

Some projects lack capital, affecting construction progress. Some regulations and rules are not suitable to reality, causing difficulties in the implementation process.

The Committee recommends that the Provincial People's Committee direct relevant departments, branches and sectors to coordinate in resolving problems related to site clearance, capital allocation, and completion of legal procedures; consider adjusting investment policies for a number of projects to suit the actual situation.

Representatives of relevant localities, departments and branches reported on the problems and difficulties of projects in the area.

Delegates also expressed their opinions that the projects' slow progress, in addition to weather and objective factors, had other subjective causes; in which, the Board had not been determined to promote construction at the construction site.

“There is no other way, in the coming time we need to drastically speed up the progress. Review and resolutely speed up the progress of any project group that is not stuck, and effectively manage and supervise it. At the same time, we need to develop a detailed and specific plan for each project to promote progress,” said Nguyen Nhan Ban, Chief of Office of the Provincial People’s Committee.

Comrade Vo Ngoc Hiep, Vice Chairman of the Provincial People's Committee, emphasized the need to urgently establish a schedule for project implementation.

At the meeting, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep analyzed and pointed out the existing causes. He criticized the Board for its lack of determination, not closely following the project, not proactively reporting to the provincial leaders to resolve problems, leading to low disbursement of investment capital for projects.

Comrade Vo Ngoc Hiep assigned the Board to seriously improve the internal apparatus; continue to well implement assigned activities and tasks; and proceed to prepare adjustment records for projects with changes after the merger managed by the Board.

Along with that, review and adjust capital; closely coordinate with the People's Committees of communes and wards during the project implementation process. In assigning tasks and directing project implementation, the Board needs to be specific, clear about people, work and consistency to closely follow progress and research and implement effectively.

He also directed that it is necessary to urgently establish a project implementation schedule, ensure disbursement of assigned capital; review projects and urge progress.

Departments and branches need to proactively guide, resolve and report to the Provincial People's Committee to immediately remove obstacles. For localities, he requested to do a good job of propaganda and mobilizing people in site clearance work.
