Identifying communication as a key step, in recent times, Hong Linh Social Insurance has innovated many ways of doing things: diversifying forms of propaganda, organizing dialogues and direct conferences at the grassroots level, taking advantage of social networks, radio, and grassroots broadcasting to spread social security policies closer to the people. In addition, community activities, association and union activities have become forums for people to clearly understand their rights and obligations when participating in social insurance and health insurance.

Mr. Ho Van Phong - Director of Hong Linh Social Insurance said: "In the initial phase of implementing the 2-level government model, we proactively advised the wards to soon establish a Steering Committee for developing social insurance and health insurance participants; coordinate with the Party Committees and authorities of the wards to include the targets for implementing social insurance and health insurance in the Party Congress Resolution and the Ward People's Council Resolution.

At the same time, Hong Linh Social Insurance has established propaganda teams for social insurance and health insurance policies and laws and has developed coordinated propaganda scenarios for each month and each different topic. We believe that policy propaganda is not only about mobilizing people to participate, but the core is about building trust. Once people trust, they will feel secure to accompany us for a long time."

Hong Linh Social Insurance is one of the typical units in performing the professional tasks of the provincial Social Insurance, and has been in the top of the units that have excellently completed their tasks for many consecutive years. Up to now, in the area managed by the unit, the social insurance coverage rate has reached 59% of the working-age labor force (of which the number of voluntary social insurance participants has reached 21% of the working-age labor force), health insurance has reached 97%, of which student health insurance has reached 100% for many consecutive years. To achieve that, in addition to the efforts of the industry, there is also the drastic participation of the local government. Thanks to that, the activities, targets and benefits of the people have not been interrupted.

Mr. Le Ba Khanh - Vice Chairman of Bac Hong Linh Ward People's Committee said: "The Party Committee and the ward government have identified that developing the coverage rate of social insurance and health insurance is one of the important tasks to ensure social security policies for the people. Immediately after the 2-level local government model came into operation, the ward established the Steering Committee for Social Insurance Development, the Ward People's Committee advised the Party Committee and People's Council to include the social insurance development target in the resolutions.

At the same time, issue documents to direct departments, residential groups and request the Fatherland Front, unions, and collection service organizations to coordinate with Hong Linh Social Insurance to organize extensive propaganda for the people, especially in the context of changes in the Law on Social Insurance and Health Insurance. Thanks to that, people increasingly trust in social security policies, the rate of people participating in health insurance and voluntary social insurance is increasing.

In Nam Hong Linh ward, the work of mobilizing participation in social insurance and health insurance is also widely deployed.

Ms. Le Hong Hanh - Permanent Vice President of the Vietnam Fatherland Front Committee, President of the Ward Women's Union shared: "Under the direction of the local Party Committee and government, the Ward Women's Union has proactively developed plans and specific tasks to coordinate the implementation of targets on developing social insurance and health insurance participants. With many independent forms of propaganda as well as integration into other programs, the implementation of social security policies has been maintained smoothly."

In recent times, Hong Linh Social Insurance has also proactively coordinated so that the development of participants is always associated with the work of taking care of rights, helping policies come into practical life.

Ms. Bui Thi Luu - a resident of Dau Lieu residential group 5, Nam Hong Linh ward shared: “I participated in voluntary social insurance and health insurance since 2015. Then, during the period of giving birth, I stopped paying voluntary social insurance for a while. Thanks to the persistent encouragement of the collection service staff, I re-joined to be able to feel secure when old age comes. Currently, my family has 5 people participating in health insurance, 1 person participating in compulsory social insurance, 1 person participating in voluntary social insurance. Every time someone needs to see a doctor, we are supported to resolve the policy quickly and transparently. Recently, under the new Social Insurance Law, I have also been informed about new benefits, I have great confidence in the social security policy”.

As a freelance worker, Ms. Bui Thi Luu - a resident of residential group 5 Dau Lieu, Nam Hong Linh ward, is very confident that in a few years she will be able to receive a pension thanks to her voluntary participation in social insurance.
