In Quang Tri , the report of the Provincial Civil Defense Command said that as of 9:00 a.m. on September 23, the whole province had 8,577 vessels with 23,232 workers. Of these, 7,382 vessels with 18,741 workers had safely anchored ashore. However, there were still 1,195 vessels with 4,491 workers operating at sea, mainly in coastal areas, northern Gulf of Tonkin, Quang Tri, Da Nang and neighboring areas.
The locality has deployed to notify the development and direction of the storm to all vessels operating at sea. At the same time, the functional forces continue to organize calls and guide vehicles to urgently take shelter or move out of the dangerous area. The work of counting and managing vehicles is carried out seriously, maintaining regular communication to promptly handle any arising situations.
Implementing the Prime Minister 's Official Dispatch No. 170/CD-TTg dated September 22, Quang Tri province has activated disaster response plans, requiring localities to review areas at risk of landslides and flooding and proactively plan evacuation when necessary. Reservoirs in the area are operating safely, reaching about 67.67% of their design capacity. The inspection of dykes, dams, and irrigation works has been completed, ready to deploy plans to protect downstream areas when heavy rains occur.
The province currently has more than 3,000 hectares of ripe rice, nearly 300 hectares of corn, more than 20,000 hectares of cassava and tens of thousands of hectares of industrial crops and fruit trees in the harvest period. The remaining unharvested aquaculture area is about 6,640 hectares, along with more than 2,400 cages. Localities have informed and supported people to reinforce and harvest early to minimize damage. The province is maintaining a 24/7 on-duty regime, closely monitoring the situation and preparing a "four on-site" plan in all situations.

In Quang Ngai , on the morning of September 23, Chairman of the Provincial People's Committee Nguyen Hoang Giang issued an urgent dispatch, directing departments, branches and localities to seriously implement the Government's instructions on responding to super typhoon Ragasa, especially the work of controlling and calling on ships to take shelter.
According to the report of the Provincial Border Guard, the whole province currently has 6,422 fishing vessels, of which 553 vessels with 5,079 workers are still operating in the sea areas. Specifically: the Gulf of Tonkin has 53 vessels/24 workers; Hoang Sa has 87 vessels/326 workers; the middle of the East Sea, Truong Sa, DK1 has 262 vessels/3,728 workers; the southern East Sea has 60 vessels/598 workers; and Quang Ngai sea area has 91 vessels/403 workers. All vessels have been informed about the storm's developments, movement direction and dangerous areas.
There are currently 5,869 ships anchored at the ports. The Provincial People's Committee has decided to temporarily suspend sea voyages, including the Sa Ky-Ly Son passenger transport route and vice versa, when the Quang Ngai sea area has strong winds of level 6 or higher. In Ly Son island district, 57 aquaculture cages have been asked to move ashore when necessary to ensure safety.
The province also requires the creation of a list of vessels in the danger zone (if any), and daily reporting to the Provincial People's Committee for monitoring and direction. Vessels that have entered the anchorage must strictly comply with the direction of the government and functional forces, not leaving people on board, especially in the Gulf of Tonkin and the sea area from Hue outwards.
The Provincial Military Command and the Quang Ngai Border Guard were assigned to coordinate with neighboring provinces to grasp the situation, support boats and ships to move and take shelter, and prepare rescue forces and vehicles in case of an incident.
In Da Nang City , Vice Chairman of the People's Committee Tran Nam Hung issued a telegram requesting agencies, units and localities to synchronously deploy storm prevention and control measures. In particular, the work of checking, counting and calling on boats to take shelter continues to be the top priority task.
As directed, the Border Guard, the Department of Agriculture and Environment and coastal districts were assigned to promptly notify vessels still operating at sea of the storm's developments, guide vessels to leave dangerous areas and promptly move to safe anchorages. The authorities deployed plans to ensure safety at anchorages, to prevent collisions, fires or ship sinkings. In particular, people were not allowed to stay on rafts when there were big waves and strong winds.
The People's Committee of Da Nang City requested localities not to be negligent or passive; to urgently implement the "four on-the-spot" plan; to increase propaganda so that people can proactively prevent and minimize damage caused by storms.
