Operation model of People's Council at commune level in the two-level government apparatus
From July 1, 2025, the two-level local government model will be officially deployed nationwide with 3,321 commune-level administrative units (communes, wards, and special zones). Commune-level People's Councils will be streamlined, with clear functions, and enhanced supervision and dialogue with the people. The structure, number of delegates, and scope of activities will be designed in a professional and modern direction, ensuring effective state management right from the grassroots level.
