New school year continues to tighten management of extra teaching and learning

One of the new school year tasks that the leaders of the Ministry of Education and Training emphasized to localities, especially Hanoi city, which has the second largest number of students in the country, is to prevent the situation of extra teaching and learning from spreading.

Continue to strictly implement Circular 29

It can be seen that immediately after implementing Circular No. 29/TT-BGDDT regulating extra teaching and learning in semester 2 of the 2024-2025 school year, many teachers have had their income from this activity reduced.

Sharing with teachers in Hanoi , Deputy Minister of Education and Training Pham Ngoc Thuong said: "Three weeks ago, I asked a principal in Hanoi if implementing Circular 29, will teachers' income decrease?

The principal replied: "It's a big reduction, but we do it seriously." Afterwards, I texted her back that, in reality, the reduction is a reduction in income that doesn't belong to us. So, that's not a reduction. Or we can say we reduce, or lose income that doesn't belong to us. Let's do more for our students, for our colleagues. Let's do more for a more substantial and fair education ."

Besides, Deputy Minister Pham Ngoc Thuong also emphasized that the education sector has never enjoyed such benefits as it does now, especially after the 2025 Law on Teachers took effect and policies on salaries and allowances were adjusted.

According to the 2025 Law on Teachers, salaries and allowances for teachers in public educational institutions are ranked highest in the administrative career salary scale system...

Accordingly, from June 1, 2026, teachers will be the highest-paid subjects in the public service system because in addition to salary, teachers will also receive additional allowances including: Professional preferential allowances, allowances according to the nature of work, allowances according to region and other allowances (if any).

Thus, a newly recruited preschool teacher has a salary coefficient of 2.34 for level 1 and a special coefficient of 1.45. The salary of this subject, excluding other allowances, will be calculated as follows: Salary = 2,340,000 x 2.34 x 1.45 = 7,939,620 VND/month.

Emphasizing the need to continue to strictly implement Circular No. 29/TT-BGDDT, Deputy Minister Pham Ngoc Thuong noted that the capital's education system must take the lead in managing extra teaching and learning. The most important thing is to help students learn how to self-study and learn proactively, for a substantial and fair education.

Not only encouragement, from the 2025-2026 school year, schools in the capital need to create conditions for students to learn what they like, develop skills, increase experiential activities...

Deputy Minister of Education and Training Pham Ngoc Thuong requested to promote the spirit of self-study of students. Schools and teachers need to do something so that "students who do not deserve to study extra, do not force them to study extra, but guide them to form other abilities and qualities such as playing sports , performing arts, etc."

To avoid extra teaching

Director of the Hanoi Department of Education and Training Tran The Cuong affirmed that in the new school year, Hanoi will continue to strengthen management of extra teaching and learning and will announce any violations discovered in extra teaching and learning by teachers.

"Circular 29 has clearly issued the scope and subjects of extra teaching and learning. Accordingly, teachers are not banned from giving extra teaching but must comply with regulations. During the inspection and receiving of feedback information, if violations are detected, Hanoi will seriously publicize them on the information pages of the Department and management agencies at all levels, and handle disciplinary actions in accordance with regulations," Mr. Tran The Cuong affirmed.

In addition to strengthening inspection and handling of violations, according to the Deputy Minister of Education and Training, schools need to fully disseminate information to parents and students so that people understand that with the 2018 General Education Program, extra classes as before are unnecessary and not beneficial for students.

Implementing two-session teaching per day with the goal of comprehensive education including both cultural subjects and skills for students is one of the important solutions to avoid forced and involuntary extra teaching and learning.

According to Ms. Nguyen Thi Ly, Principal of Nguyen Du Secondary School (Dai Mo Ward, Hanoi), the 2018 General Education Program clearly defines the philosophy: Taking students as the center, comprehensively developing the qualities and abilities of learners.

Therefore, the school has proactively grasped the trend and gradually implemented practical solutions suitable to practical conditions.

"We organize Cambridge English classes, IC3 International Informatics, STEM - Robotics, Digital Citizenship, helping students develop 4C skills (Critical thinking - Creativity - Communication - Cooperation); consolidate knowledge, nurture good students - tutor weak students, and differentiate teaching.

In addition, we implement active teaching methods: Project-based learning, station-based learning, case studies, increasing practical experience; using technology, digital learning materials, online platforms in teaching; implementing diverse and flexible assessments - for students' progress.

Over 98% of students are classified as Good in training, over 85% of students have Fair - Good learning results; Students have won many high prizes in competitions for excellent students, scientific and technical creativity, sports, English... at district, city and national levels. Most importantly: Students are confident - dynamic - have cooperation skills, communication, creative thinking, and courage before integration.

It can be seen that this is truly a comprehensive educational development direction in which both students and teachers strive for the same goal, instead of just chasing after achievements, leading to widespread extra teaching and learning.
