Improve people's physical strength, intelligence, stature and healthy life expectancy

By 2023, increase the average height of children and adolescents from 1 to 18 years old by at least 1.5cm; average life expectancy reaches 75.5 years, of which the number of healthy years will reach at least 68 years.

On the morning of September 16, at the National Conference to disseminate and implement the resolutions of the Politburo that have just been issued, Deputy Prime Minister Le Thanh Long presented the topic "The core content of Resolution No. 72-NQ/TW (dated September 9, 2025) of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health and the action program to implement Resolution No. 72-NQ/TW".

People are the central subject, given the highest priority.

After mentioning the context of the resolution's issuance, including achievements, as well as shortcomings and limitations in recent medical activities; Deputy Prime Minister Le Thanh Long clearly stated 5 guiding viewpoints of Resolution No. 72-NQ/TW, including:

Protecting, caring for and improving people's health is the goal, the driving force, the top political task, holding a priority position in development strategies and policies; it is the responsibility of the entire political system, the whole society and all people.

People are the central subject, given the highest priority in building and implementing policies to strengthen protection, care and improve physical health, mental health, stature, longevity, and healthy years of life for comprehensive development, and to have full, fair and equal access to health services.

Pay attention to training and developing quality, balanced medical human resources with adequate ethics and capacity, and have preferential policies and special treatment for medical staff .

Shifting the mindset from focusing on medical examination and treatment to proactively preventing diseases. Correctly identifying the position and role of preventive medicine, primary health care, and traditional medicine; ensuring early, remote, and grassroots disease prevention. Comprehensively improving the quality of health care services, developing specialized health care, and ensuring health security.

There are breakthrough policies and mechanisms in mobilizing and effectively using all resources to improve the quality of work in protecting, caring for and improving people's health; promoting the development of science and technology and digital transformation in healthcare; strongly reforming healthcare finance, ensuring the effectiveness and sustainability of health insurance policies.

Resolution No. 72-NQ/TW sets out goals for 2030 and a vision for 2045. Accordingly, the goals for 2030 include: improving people's physical strength, intelligence, stature and healthy life expectancy; increasing the average height of children and adolescents from 1 to 18 years old by at least 1.5cm; reaching an average life expectancy of 75.5 years, of which the number of healthy years is at least 68 years.

At the same time, reduce the burden of disease and control risk factors affecting health. The vaccination rate of vaccines in the expanded immunization program reached over 95%. The rate of people regularly participating in physical activities increased by 10%. Strengthen control of risk factors affecting health such as: alcohol, beer, tobacco and from the environment of soil, water, air...

People have access to quality health services, aiming for comprehensive health care. From 2026, people will have regular health check-ups or free screenings at least once a year, and will have an electronic health record to manage their health over their lifetime, gradually reducing the burden of medical costs.

By 2030, people will be exempted from basic hospital fees within the scope of health insurance benefits according to the roadmap; 100% of commune-level health stations will be invested in facilities, medical equipment, and human resources according to their functions and tasks. By 2027, there will be at least 4-5 doctors; the rate of health insurance examination and treatment at commune-level health stations will increase to over 20%. By 2026, the health insurance coverage rate will reach over 95% of the population, by 2030, universal health insurance coverage will be achieved; various types of health insurance will be developed.

Prioritize and allocate adequate resources

Deputy Prime Minister Le Thanh Long said that to achieve those goals, Resolution No. 72-NQ/TW has 6 groups of tasks and solutions, including: strongly innovating thinking and action in leadership, direction, and implementation in the health sector; promptly perfecting institutions, focusing on improving the capacity of the health system, especially preventive medicine and grassroots health care, promoting the strengths of traditional medicine; improving medical ethics, developing quality and synchronous health human resources, meeting patient satisfaction and international integration; promoting health financial reform and effectively and sustainably developing health insurance policies; making breakthroughs in science and technology development, innovation and comprehensive digital transformation in health care; promoting the development of private health care, mobilizing and effectively using all resources for health development.

Regarding the action plan to implement Resolution No. 72-NQ/TW of the Government, Deputy Prime Minister Le Thanh Long said that, with the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results", the Government's Action Plan has identified specific tasks for ministries, branches and localities to develop action plans, organize implementation, inspect, monitor and evaluate the implementation of the resolution. Therefore, it is recommended that all levels, branches and localities immediately issue the Plan to implement Resolution No. 72-NQ/TW and the Government's Action Plan in November 2025.

Deputy Prime Minister Le Thanh Long also said that the Government Party Committee has directed agencies to develop and submit to the National Assembly for promulgation a thematic resolution on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW; submit to the National Assembly for consideration and approval the National Target Program on health care, population and development for the 2026-2035 period at the 10th session of the 15th National Assembly to prioritize and allocate sufficient resources to implement Resolution No. 72-NQ/TW.

The Government proposes and calls on all levels, sectors, localities, the Vietnam Fatherland Front and all people, and the business community to unite, join hands, organize and effectively implement Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions, strengthen protection, care and improve people's health, along with the Party and State's guidelines, policies and laws on health, for a healthier Vietnam, moving forward steadily in the new era of national development," Deputy Prime Minister Le Thanh Long emphasized.
