During the discussion session at the 5th Session of the 15th National Assembly last weekend, the Report on the results of monitoring the settlement and response to voters' petitions was discussed for the first time in the hall, receiving the attention of National Assembly Deputies (NADs).

The quality of responses to voters' petitions is a matter of concern for many National Assembly deputies. In fact, the situation of general responses and responses to issues of concern to voters is not uncommon. It cannot be denied that in recent times, the Government and ministries have paid much attention to responding to and resolving voters' petitions; the rate of voters' petitions being responded to, provided with information and explained has been increasing. However, are the responses satisfactory and do they address the core issues of concern to voters?

In fact, given the current problems, especially the overlap and inadequacies in current regulations, there will be opinions and issues that voters reflect that have not been resolved quickly and thoroughly. However, that does not mean that when handling and resolving petitions and reflections, it is permissible to respond in a general, vague manner, without going into the specific issues of the voters' petitions or to avoid them "to let it go".

When the issues that concern voters have not been resolved convincingly, voters will naturally continue to reflect when there is an opportunity. Therefore, at almost every meeting of the National Assembly deputies with voters, there are voters who reflect and express their frustration about the old petition, with a more frustrated state of mind...

The situation of "voters asking one thing, and receiving another answer" is not new and is not only reflected at the National Assembly forum. In Ho Chi Minh City, as the elected body of the city's people, the Ho Chi Minh City People's Council has made many efforts in innovation and diversification to be able to focus on resolving the urgent issues of voters. The program "People ask - Government answers" is one of the specific solutions of the Ho Chi Minh City People's Council, creating an effective channel of interaction between the people and the city government. However, in the meetings with voters, there are still many recommendations from city voters that are reflected. From the voters' reflections, officials and government apparatus will see more clearly their roles and responsibilities in performing public duties, clearly identify the practical process of implementing legal policies and have adjustments and recommendations for appropriate adjustments, better demonstrating the role of public servants of the people. Therefore, from both the perspective of voters and the requirement to perform well the task of creating the government apparatus, it is necessary to continue to improve the quality of voters' responses, including promoting monitoring activities, clarifying the role of relevant agencies and units, especially of the heads, as well as the responsibilities between ministries, branches and relevant agencies in resolving voters' petitions.

The National Assembly's discussion of the Report on the results of monitoring the settlement and response to voters' petitions helps voters to more or less grasp information on how their petitions are resolved, creating conditions for voters to monitor together. This activity will contribute to gradually raising the responsibility of relevant agencies in resolving voters' petitions so that the settlement results are substantive, focused, and essential, and improve the quality of responses to voters' petitions.

Bringing the report to discussion for the first time is also a sign of innovation in the activities of the National Assembly, towards constantly improving the quality and efficiency of operations. To continue to affirm and more clearly express the responsibility of the highest representative body of the people, always representing the will and aspirations of the people, the National Assembly also needs to include the results of monitoring the settlement and response to voters' petitions in regular discussions at meetings, in order to further enhance the responsibility of competent agencies in serving the people.
