Evaluate the effectiveness of fiscal and monetary policies
The National Assembly Standing Committee has requested the Government and agencies to report on the implementation of 16 resolutions of the XIV and XV tenures on thematic supervision and questioning. Of these, there are 9 resolutions on thematic supervision and 7 resolutions on questioning.
Through research, Chairman of the Economic and Financial Committee Phan Van Mai said that the reports of the Government and agencies need to review and localize major contents related to the socio-economics and the people. He said, "In the initial stage, when questions were raised, agencies and localities responded in writing, indicating methods, but to organize and implement them thoroughly, there is still a lot of content."
Citing the National Assembly's specialized resolutions such as Resolution No. 99/2019/QH14 on fire prevention and fighting, Resolution No. 82/2019/QH14 on urban land planning, management and use, Resolution No. 61/2022/QH15 on planning and some solutions to remove difficulties and obstacles, speed up the progress of planning and improve the quality of planning for the period 2021 - 2030..., the Chairman of the Economic and Financial Committee suggested that it is necessary to assess the remaining problems in the implementation of these resolutions. In reality, there are still many problems in land, planning, social housing, fire prevention and fighting that need to be further resolved and resolved, according to him, it is very necessary to systematize them to propose amendments and resolution at the upcoming Tenth Session.
In addition, the Chairman of the Economic and Financial Committee also suggested continuing to evaluate the effectiveness of fiscal and monetary policies in the past time. Specifically, to recover and develop the economy after Covid-19, we have a tax reduction policy, so how effective is this policy? In the next 5 years, a lot of resources will be needed to invest in development. If the revenue is not reduced properly, it will not be effective but will also drain resources.
“We see that many policies we have issued but the implementation has not achieved the desired results. We need to reduce one dong to ease the burden on people and businesses, thereby earning 3-5 dong. But if we reduce one dong and lose everything, we need to re-evaluate,” the Chairman of the Economic and Financial Committee noted.
Clear people, clear work, clear time, clear responsibility, clear product, clear authority
Considering that the National Assembly's supervision in recent times has been conducted very elaborately, methodically, and closely in ministries, branches, and localities, National Assembly Chairman Tran Thanh Man pointed out that it is necessary to clarify which issues have been implemented, which have not been implemented, and the reasons why; at the same time, determine solutions to overcome and improve the effectiveness of implementation in the coming time; clarify which resolutions have been completed without reporting requirements, which unfinished contents should continue to be implemented with what specific deadlines and requirements?
Citing reality, the National Assembly recently issued Resolution No. 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development. The National Assembly Chairman frankly said, "There is demand, but housing prices are still very high, and people cannot afford to pay. We propose that laws, resolutions, decrees, and circulars have been issued, and we must organize and implement them effectively."
According to preliminary statistics in the Reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit, 199 out of 348 groups of tasks have been completed and the National Assembly's resolutions have been proposed to terminate their validity. However, some reports have not specifically mentioned the completed tasks and the resolutions that have terminated their validity.
The National Assembly Chairman suggested that after this meeting, the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office should pay attention to evaluating and supplementing completed and uncompleted tasks, and clearly propose in the report whether to continue implementing or end the effectiveness. "Uncompleted tasks need to be actively implemented and completed according to the National Assembly's requirements. Because of that, when reporting to voters and people, it will be convincing," the National Assembly Chairman emphasized.
Concerning the important and urgent tasks that need to be implemented during this term but have not been completed, the National Assembly Chairman pointed out that the implementation of the competitive retail electricity market is slow, the Public Investment Program for providing electricity to rural, mountainous and island areas for the period 2021 - 2025 has not been approved, the implementation of the 120,000 billion VND preferential credit program for social housing is very slow; many localities have not yet arranged land funds to build social housing and housing for workers, causing the number of projects starting construction to be low and progress to be slow... These are all important tasks, affecting people, businesses, and state management activities.
The National Assembly Chairman requested that all the above contents be fully synthesized and reported, demonstrating the openness and responsibility of ministries, branches and agencies towards the National Assembly, the people and voters.
Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the Standing Committee of the People's Aspirations and Supervision Committee coordinate with the Standing Committee of the Ethnic Council, the National Assembly Committees, ministries and branches to soon study and develop a draft resolution of the National Assembly on re-supervision.
“The draft resolution identifies which resolutions and their contents have been completed and proposed to be terminated, which resolutions and contents should continue to be implemented, and at the same time clearly requires specific time for each field,” the Vice Chairman of the National Assembly emphasized.
The Vice Chairman of the National Assembly also suggested that the official review reports should clarify two contents. That is, in the preparation of the reports, where things were done well, where things were not done well, where things were slow, where things were incomplete, in the spirit of 6 clarifications: "clear people, clear work, clear time, clear responsibility, clear products, clear authority".
