Positive results
Speaking at the event, Mr. Nguyen Nhu Ha - Deputy Director of the Legal Department affirmed that this conference was held to discuss the direction of work for the 2025-2026 school year; disseminate tasks, improve capacity and effectively implement legal work. This is also an important occasion to review results, point out shortcomings and determine tasks and solutions for the coming period.
Legal work has always been of interest to the Ministry of Education and Training and is a requirement of the Government for the heads of ministries, branches and affiliated units. This year, in addition to remarkable results, legal work has been under a lot of pressure, especially for departments and bureaus; the Ministry of Education and Training has promptly commended and recognized the efforts of collectives and individuals. The importance of legal work is increasingly affirmed.
Ms. Mai Thi Anh - Head of the Legal Department said that the 2024-2025 school year takes place in the context of many major changes in the socio -economic and state apparatus organization, from the arrangement and merger of localities to the implementation of the two-level local government model; the Education sector has quickly adapted and contributed to the implementation of the country's common tasks.
Regarding specific results, on June 12, 2025, the Ministry of Education and Training advised the Government to issue Decree 142/2025/ND-CP and 143/2025/ND-CP; on the same day, the Minister of Education and Training issued 5 Circulars on decentralization, delegation, and assignment of authority in education management. These documents take effect from July 1, 2025).
At the 9th session, the Ministry of Education and Training advised the Government to submit to the 15th National Assembly many important projects and draft legal documents, in which the National Assembly passed the Law on Teachers; Resolution No. 217/2025/NQ-QH15 on exemption and support of tuition fees for preschool children, general education students, and students of general education programs in educational institutions in the national education system; Resolution No. 218/2025/NQ-QH15 on universal preschool education for children aged 3-5.
In addition to the above positive results, legal work still has some limitations such as the slow progress of issuing and reviewing documents; the quality of internal documents in some higher education institutions is not uniform and not updated in a timely manner; the implementation between units is not smooth. Units need to quickly review and amend to ensure the role of "institutional gatekeepers" for the education sector.
The Ministry of Education and Training is always concerned
Appreciating the achievements in the legal work of the education sector, Deputy Minister Nguyen Van Phuc said that on August 22, 2025, the Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development. This is a strategic milestone, creating a breakthrough in thinking, awareness and determination, drastically changing the institutional framework for Vietnamese education.
The legal work in the education sector has received great attention from the leaders of the Ministry of Education and Training and is identified as a top priority task to contribute to the completion and institutional development of the entire sector. The 2024-2025 school year is considered a breakthrough year in the work of building and commenting on legal documents of the Ministry of Education and Training.
Deputy Minister of Education and Training Nguyen Van Phuc asked delegates to focus on discussing, sharing information and experiences, and making accurate, objective, and comprehensive assessments of what has been done and what has not been done.
At the same time, clearly analyze the causes of limitations and shortcomings; give advice to design a legal framework and policy mechanism to ensure consistency and promote the development of the industry; detect newly arising problems to propose solutions to remove and overcome them, on that basis, together propose directions and key tasks for the 2025-2026 school year.
At the conference, representatives of units/departments/bureaus under and directly under the Ministry of Education and Training discussed, exchanged and shared perspectives on the legal work of their units.
According to Mr. Nguyen Tien Thao - Director of the Department of Higher Education, the implementation of autonomy in opening majors is associated with controlling training quality, promoting dynamism and creativity of higher education institutions. University autonomy contributes significantly to building a large-scale higher education system, diversifying the structure of professions and providing high-quality human resources for society.
Statistics show that from September 2024 to August 30, 2025, the Ministry of Education and Training issued and submitted for promulgation a total of 76 documents, an increase of 19 documents compared to the 2023-2024 school year (57 documents). Including 1 Resolution of the Politburo, 1 Law, 2 Resolutions of the National Assembly, 11 Decrees, 8 Decisions of the Prime Minister, 35 Circulars, 18 individual Decisions of the Minister of Education and Training.
