On June 12, the Provincial People's Committee held a conference to assess the Provincial Competitiveness Index (PCI) in 2024 and solutions for implementation in 2025. Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee chaired the conference.

Attending the conference were leaders of provincial departments, branches and sectors; leaders of People's Committees of districts and cities; leaders of the Provincial Business Association and representatives of 20 typical enterprises and cooperatives; representatives of the Vietnam Federation of Commerce and Industry (VCCI).

PCI is an index measuring the quality of economic management of provincial authorities in 10 important areas for the development of enterprises in the private economic sector. Accordingly, the PCI 2024 index is analyzed based on a data set collected from 8,566 private enterprises operating in 63 provinces and cities nationwide and 701 enterprises in the group of newly established enterprises.

On May 6, 2025, VCCI announced the PCI ranking index in 2024, accordingly, Lang Son province achieved 69.01 points (down 0.04 points compared to 2023), ranked 16th out of 63 provinces and cities nationwide (down 3 places compared to 2023), in the top 30 provinces and cities with the best governance quality. In the Northern Midlands and Mountains region alone, Lang Son province continued to rank 3rd out of 14 provinces and cities.

Representative of Vietnam Federation of Commerce and Industry spoke about analyzing the indicators at the conference.

Specifically in terms of scores, of the 10 PCI component indices, Lang Son province has 4/10 component indices increasing in score compared to 2023; 6/10 component indices decreasing in score. In terms of provincial rankings, 3/10 component indices increased in rank; 1/10 component indices maintained their rank and 6/10 component indices decreased in rank.

Although the province's PCI index in 2024 continues to remain in the top 30, 6/10 component indexes still decreased in points compared to the previous year, showing that the business investment environment in the province has improved but is not really sustainable.

Regarding the 2024 Provincial Green Index (PGI) ranking, Lang Son province achieved 22.63 points, raising its ranking from 62/63 provinces and cities in 2023 to 31/63 provinces and cities.

At the conference, VCCI representatives provided general information on the PCI and PGI Index results in 2024; analyzed in-depth the indexes of Lang Son province and suggested a number of solutions and recommendations to enhance competitiveness and improve PCI indexes in 2025, especially for the component indexes that decreased in score.

Also at the conference, representatives of departments, branches, People's Committees of districts, cities, and the Provincial Business Association discussed, focused on analyzing and evaluating the implementation of component indicators and proposed solutions to improve competitiveness, improve PCI and PGI component indicators of the province. In particular, focusing on discussing solutions to improve indicators and land access indicators; on science and technology activities, innovation, digital transformation in enterprises and application of technology in administrative activities at state agencies; procedures to support the tax sector for small and medium enterprises and business households; further assessment of the role of heads of departments and branches in improving the investment and business environment...

Concluding the conference, the Vice Chairman of the Provincial People's Committee affirmed that the provincial government will continue to improve the investment and business environment, taking people and businesses as the center.

He suggested: In the coming time, departments, branches and localities should focus on directing the synchronous and drastic implementation of the work of improving the business environment, improving the PCI and PGI indexes; promoting comprehensive digital transformation, building digital government, digital economy and digital society; continuing to enhance the role and responsibility of heads of agencies and units in implementing the PCI and PGI assessment indexes; the Provincial Business Association and business associations should continue to promote their role as a bridge, accompanying the government; promptly reflect the difficulties and shortcomings of businesses so that authorities at all levels can resolve them; actively participate in contributing ideas for the socio-economic development of the province.

He requested the Department of Finance to absorb the comments at the conference and complete the draft plan to improve the investment and business environment, and increase the PCI index in 2025 and the following years.
