Born and raised in Dai Minh commune, Yen Binh district, Yen Bai province (now Thac Ba commune, Lao Cai province), inheriting the revolutionary tradition of his family and hometown, in 2015, Hong Thuong joined the militia and self-defense force, gradually matured and was trusted to hold the position of Deputy Political Commissar of the Thac Ba commune Military Command.

In his position, Hong Thuong directly advised on planning, preparing lesson plans, visual training models, and teaching politics and disseminating laws to the militia. Thanks to his thoughtfulness and creativity in work, the commune's annual training results always meet 100% of requirements, of which more than 85% are good and excellent. Civil defense drills, forest fire response, and search and rescue exercises are all assessed by superiors as excellent, ensuring absolute safety.

Identifying that military recruitment is a difficult task in mountainous areas, Hong Thuong has promoted the motto of "3 elections, 4 publicity", "3 meetings, 4 knowledge", directly going to each village to grasp the situation, mobilize, and remove difficulties so that young people can confidently join the army. In the last 5 years alone, Thac Ba commune has had 36 young people recruited, 100% of whom are excellent union members, many of whom have become party members and typical young cadres of the locality after completing their service.

Not only that, Hong Thuong also actively participates in propaganda and fights against false arguments on the internet; coordinates with schools to organize many competitions to learn and draw pictures about the sea and islands; organizes extracurricular activities to educate traditions for hundreds of students. These activities contribute to fostering patriotism and a sense of responsibility to protect the Fatherland for the young generation.

Sharing about her journey, Hoang Thi Hong Thuong confided: “As a woman, and without basic military training, I understand that I have to make many times more effort. The key to completing the task is the spirit of exemplary behavior, saying what I do and promoting the strength of collective solidarity”. The practical work has proven that. During the Covid-19 outbreak, comrade Hong Thuong and the commune militia day and night propagated and mobilized people to strictly comply with epidemic prevention regulations; at the same time, organized a "zero-dong" kitchen to cook more than 1,000 meals to serve quarantine areas and frontline forces, calling for donations of tens of millions of dong to support people. In 2024, when storm No. 3 caused widespread flooding, Hong Thuong rushed to the front with the militia and union members to help people evacuate, supply necessities and then directly participate in overcoming the consequences.

Not only has Hoang Thi Hong Thuong successfully completed her political tasks, she is also an active economic developer in the locality. Hong Thuong's hometown is famous for its Dai Minh grapefruit specialty. To promote the locality's strengths, Hong Thuong and her family have boldly borrowed capital, applied science and technology, cross-pollinated, automatic irrigation, produced according to VietGAP standards, combined grapefruit growing with beekeeping, livestock and poultry farming. From the initial 20 old grapefruit trees, up to now, Hong Thuong's family has had more than 140 grapefruit trees, the product is certified OCOP 4 stars, bringing in a stable income of 150-200 million VND/year.

Not keeping it to himself, Hong Thuong also actively shared his experiences, guided 14 militiamen and many households in the commune to develop economic models, mobilized 22 militiamen to join cooperatives, supported people to apply digital transformation, and built QR codes to trace the origin of products. Thereby, contributing to improving life, bringing the Dai Minh grapefruit brand further and further.

Hong Thuong's dynamic and creative spirit is also clearly demonstrated through scientific competitions and contests. In 2022, she won first prize in the "Digital Transformation for the Community" contest at the district level, the excellent prize at the provincial level; first prize in the "Excellent Political Lecturer" contest at the district level and second prize at the provincial level in 2023. With her own efforts, she has been awarded certificates of merit and certificates of merit many times by the Central Committee of the Vietnam Youth Union and People's Committees at all levels, being a typical example in the International Youth Movement of the Lao Cai Provincial Armed Forces and Military Region 2. In particular, in 2025, she was honored to become a delegate to attend the 8th National Congress of Advanced Youth Following Uncle Ho's Teachings.
