On the afternoon of May 22, the Ho Chi Minh City People’s Court confirmed that it had received an appeal for a reduced sentence from Mr. Tran Qui Thanh (71 years old) and his daughter Tran Uyen Phuong (43 years old). In addition, a number of victims and people related to the case have also filed appeals.

Previously, on April 25, the People's Court of Ho Chi Minh City sentenced defendant Tran Qui Thanh to 8 years in prison; his two daughters, Tran Uyen Phuong, to 4 years in prison and Tran Ngoc Bich (40 years old) to 3 years in prison, suspended, all for the crime of abuse of trust to appropriate property. Regarding civil liability, considering the victims' request to cancel the contracts notarized and certified by competent authorities, the victims to return the money and request to receive back the property. The panel of judges considered that this request of the victims was well-founded and should be accepted.

According to the first instance verdict, from 2019 to 2020, defendant Tran Qui Thanh and his two daughters, Tran Uyen Phuong and Tran Ngoc Bich, through brokers lent money to many people at an interest rate of 3%/month. However, defendant Tran Qui Thanh did not sign a loan contract with collateral, but required the borrower to sign a contract to transfer assets and shares of the project to conceal the nature of the loan. When the borrower fully performed the obligation to repay the principal and interest according to the original agreement to resell the assets, the defendants gave many reasons for not paying them back.

The investigation agency determined that Mr. Thanh and his two daughters had committed a total of four cases of property appropriation, with a total value of more than VND1,000 billion. Specifically, Mr. Thanh appropriated two projects, Minh Thanh and Nhon Thanh, belonging to Ms. Dang Thi Kim Oanh (Chairwoman of the Board of Directors of Kim Oanh Company); 29 plots of land separated from plot No. 452 of Mr. Nguyen Van Chung, four plots of land of Mr. Lam Son Hoang and two plots of land of Mr. Nguyen Huy Dong.
