Commenting on the draft Resolution regulating policies to attract human resources and support postgraduate graduation

The draft Resolution regulating policies to attract human resources and support postgraduate graduates in the province includes 9 articles. The basic content of the Resolution regulates policies to attract human resources to work at agencies of the Party, State, Vietnam Fatherland Front, socio -political organizations and support for cadres, civil servants and public employees who have graduated from postgraduate schools.

The subjects of application are those with university degrees, master's degrees, doctorates, level I and II specialists, resident doctors; cadres, civil servants, and public employees sent by competent authorities for advanced training in a major appropriate to the job position. Regarding the human resource attraction policy, the attraction level for excellent graduates is 40 times the basic salary/person; senior trainers (grade I) is 60 times the basic salary/person; master's degrees, level I specialists, resident doctors is 150 times the basic salary/person; doctoral degrees, level II specialists is 250 times the basic salary/person. The form of one-time support in cash is after the competent authority decides to recruit and accept.

Leaders of the Department of Home Affairs discussed and clarified the opinions of delegates.

Regarding post-graduate support, the support level for masters, level I specialists, and resident doctors is 20 times the basic salary/person; the support level for doctors and level II specialists is 30 times the basic salary/person. The form of one-time support in cash after being granted a graduation certificate...

Delegates gave their opinions at the Conference.

Participating in the debate at the conference, delegates all agreed that the issuance of the Resolution is necessary , in accordance with the Party's guidelines and policies, and the State's laws and policies. Delegates also frankly contributed their opinions on the draft Resolution's contents such as: Scope of regulation, applicable subjects; level of attraction and support for each subject; expansion of attraction subjects, regulations on attraction age; support for renting houses and public housing for non-local subjects... Representatives of the Department of Home Affairs (the drafting agency) discussed and clarified some opinions of delegates, and at the same time received and synthesized opinions to study, edit and supplement the draft resolution.

Concluding the conference, the leader of the Vietnam Fatherland Front Committee of the province thanked the delegates for their comments and suggested that the drafting agency take into account the delegates' opinions to edit and complete the draft Resolution.
