Promoting political and spiritual factors to meet the requirements of the task of protecting the fatherland in the new situation

The 1st Congress of the Party Committee of the 12th Army Corps for the 2025-2030 term is an important political event, affirming the solidarity, unity, political mettle and position of the main and strategically mobile Army Corps of the Vietnam People's Army. In many contents of the congress, delegates will pay great attention to determining policies and solutions to promote political and spiritual factors, building a Corps strong in politics, ideology, ethics, organization and cadres, meeting the requirements of tasks in the new situation.

On November 21, 2023, the 12th Corps, the first "lean, compact, strong" unit of the Vietnam People's Army, was officially established on the basis of merging the agencies and units of the 1st and 2nd Corps. The establishment of the 12th Corps marked an important turning point in the modernization of the Army, posing new and higher requirements for Party building work.

Since its establishment, the Party Committee and the Corps Command have clearly identified: Promoting political and spiritual factors is the central, consistent content, and the leading factor for the Corps to successfully complete all tasks.

Accordingly, the Party Committee of the Corps, Party committees and Party organizations at all levels have set high requirements for Party committees, Party organizations and cadres at all levels in leading, directing and seriously and effectively implementing the viewpoints, guidelines, policies and strategies of the Party and State on military, national defense and Fatherland protection in the new situation; focusing on thoroughly grasping the resolutions, directives, conclusions and plans of the Politburo, the Central Military Commission and the Ministry of National Defense on building the 12th Corps "lean, compact and strong" with a reasonable organization and structure, great mobility and strong offensive power; creating a solid premise, striving to build a "revolutionary, disciplined, elite and modern" Corps by 2030, undertaking operations in many strategic directions of the country.

During the implementation process, the Corps has attached importance to comprehensive and synchronous innovation in the content, form and measures of political education; ensuring suitability for all subjects and new historical conditions; contributing to raising awareness of cadres and soldiers about Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and policies, the State's policies and laws; educating and fostering patriotism, building and consolidating the belief, goals, fighting ideals, and infinite loyalty to the Fatherland, the Party, the State and the people of cadres and soldiers. Firmly protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints; defeating plots and tricks of " peaceful evolution" and "depoliticization" of the Army; preventing and repelling degradation in political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the organization and corruption and negative phenomena.

At the same time, concretize the political-spiritual factor through specific actions such as improving the quality of training according to Resolution No. 1659-NQ/QUTW of the Central Military Commission, focusing on building and ensuring mobility so that the Corps can truly be the main, strategically mobile unit of the Ministry of National Defense, promptly responding to mission requirements in all conditions and circumstances, with all force sizes and distances of assigned combat forms. Strictly maintain discipline and combat readiness regime; proactively adjust determination and combat readiness plans; prevent and fight fires and explosions; prevent, combat and overcome the consequences of natural disasters... Coordinate with local Party committees, authorities and armed forces to maintain political security, social order and safety; actively and proactively participate in helping people eliminate hunger, reduce poverty, and build new rural areas. Resolutely and synchronously implement solutions to improve the quality of building a strong, comprehensive, "exemplary, typical" unit, creating a steady change in building discipline, law enforcement, and discipline. Pay attention to leadership, direction, and ensure good logistics, technical, and financial work for tasks, without loss, negativity, or waste. Ensure good material and spiritual life for soldiers. Proactively innovate leadership style, management, command, and operation methods to ensure science, democracy, and closeness to the grassroots; properly resolve working relationships on the basis of Party organization and activities principles; superiors set an example for subordinates, and exemplary and exemplary commanders in front of the unit. Promptly commend and reward collectives and individuals who do well, and resolutely handle violations.

The clearest evidence is that in December 2023, just one month after its establishment, the Corps successfully organized the first live-fire tactical exercise with the coordination and combat coordination of many military branches and services; using many new and modern weapons and equipment researched, manufactured and produced by Vietnam that had not appeared in previous exercises. The Corps and participating forces have excellently completed their tasks, highly appreciated by the Party and State leaders.

In the coming years, the world and regional situation will continue to have rapid, complex and unpredictable developments. Domestically, the economy, politics and society are basically stable; the country's potential continues to develop; national defense and security are consolidated and strengthened, foreign relations are expanded, and our country's position and prestige in the international arena continue to be enhanced. The task of building a "refined, compact, strong" Army Corps, advancing towards modernization, sets new and higher requirements; functions and tasks are supplemented with heavier ones; equipped with many new and more modern weapons and vehicles with new deployments. The Army Corps must undertake the task of launching medium-scale campaigns and defeating all new forms of enemy combat in the future. At the same time, successfully carry out tasks as required by the Ministry of National Defense. To develop the political and spiritual factors for the troops, the Army Corps has determined that it is necessary to well implement the following contents and solutions:

Comprehensively and synchronously innovate the building of political-spiritual factors, focusing on key contents, which are: Attaching importance to building cadres and soldiers with steadfast political will, steadfast in Marxism-Leninism, Ho Chi Minh thought, loyal to the Party's goals and ideals; absolute trust in the Party's leadership, the State's management and administration, and the victory of the renovation cause.

Strengthen propaganda and education on patriotism and national traditions, helping cadres and soldiers to correctly perceive the target and partners; combat methods, advantages and limitations of the enemy's high-tech weapons; heighten the will and determination, build confidence in victory, trust in the fighting and winning ability of our army and people. Focus on educating traditions, imparting combat experience of "dare to fight, know how to fight and be determined to defeat all enemies", build confidence in existing weapons and equipment and the new arrangement of the Corps. Resolutely fight against empiricism (when working for a long time in a unit), complacency (when being appointed at a young age).

Actively train cadres through practical activities; build motivation, correct actions, and complete assigned duties and tasks. Improve the quality of training, combat readiness, and exercises; strengthen the health of soldiers; build determination to master weapons, technical equipment, and the will to dare to fight, know how to fight, and know how to win.

Focus on building clean, strong, and exemplary Party committees and organizations at all levels; truly exemplary in politics, ideology, and ethics; link building Party committees with leading cadres at all levels, ensuring structure and quality. Focus on improving leadership capacity, fighting strength, and the implementation of resolutions, especially at the grassroots level. Promote the vanguard and exemplary role of cadres and Party members in terms of political qualities, ethics, lifestyle, and revolutionary actions, setting an example for subordinates to follow; contribute to building strong, comprehensive, "exemplary, exemplary" agencies and units.

Regularly pay attention to and take good care of implementing policies towards the Army and the Army's rear; promote the movement of gratitude, remembering the source of water when drinking; implement policies towards people with meritorious services to the revolution. Effectively implement the grassroots democracy regulations, build good internal solidarity and military-civilian solidarity. Proactively fight to defeat all enemy plots and sabotage tricks, firmly protect the Party's ideological foundation. Promote studying and following Ho Chi Minh's ideology, morality and style in conjunction with effectively implementing the Campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" in the new period.
