On September 3, the Prime Minister signed a decision to accept and appoint Mr. Vu Manh Ha, alternate member of the Party Central Committee, Standing Deputy Secretary of Lai Chau Provincial Party Committee, to hold the position of Permanent Deputy Minister of Health .

Mr. Vu Manh Ha was born in 1979, hometown in Xuan Truong, Nam Dinh (old). He has a PhD from Thai Nguyen University of Medicine, majoring in general medicine, senior political theory.
Mr. Ha used to hold the positions of Deputy Director of the Department of Health; Secretary of the Provincial Youth Union, Chairman of the Vietnam Youth Union of Ha Giang province (old).
From July to December 2020, Mr. Ha was Secretary of the Hoang Su Phi District Party Committee (old), term 2020 - 2025.
In December 2020, he was a member of the Standing Committee of the Provincial Party Committee, Head of the Propaganda Department of the Ha Giang Provincial Party Committee (old).
In 2021, at the 13th National Congress of the Party, Mr. Vu Manh Ha was elected as an alternate member of the 13th Party Central Committee, term 2021 - 2026.
In 2023, Mr. Ha was mobilized, assigned and appointed by the Politburo to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of Lai Chau Provincial Party Committee for the 2020-2025 term.
Also on September 3, in Decision No. 1886/QD-TTg, the Prime Minister received and appointed Mr. Tran Hong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Lam Dong province, to hold the position of Permanent Vice President of the Vietnam Academy of Science and Technology.
