Strengthen and improve
Mr. Chau Van Hai - Head of the Department of Culture and Society (Doc Binh Kieu, Dong Thap) said that currently, the Steering Committee for Literacy Eradication of the commune (new) has been strengthened. The plan to implement universal education, compulsory education, adult literacy and promote student streaming in general education by 2030 in the commune; The plan to implement universal education and illiteracy eradication by 2025 has also been developed.
“The commune has set specific goals and solutions for 2025, as well as the period from 2025 to 2030 in the work of universalizing education and eliminating illiteracy. In 2025 alone, the commune plans to complete self-inspection and recognition of results of universalizing education and eliminating illiteracy by the end of September; report data on universalizing education and eliminating illiteracy at the commune level before October 15 and request the provincial level to inspect and recognize results of universalizing education and eliminating illiteracy before October 30,” Mr. Chau Van Hai shared.
One of the tasks and solutions in 2025 that Doc Binh Kieu commune focuses on is to continue to consolidate, improve and improve the effectiveness of the Commune Steering Committee, clearly assigning roles and responsibilities to each member of the Steering Committee. Strengthening the direction, inspection and close supervision of the implementation of the plan for universal education, illiteracy eradication and coordination between the education sector and related sectors, political and social organizations in this work.
For the Steering Committee for universal education and illiteracy eradication at the commune level, promote self-inspection and assessment of universal education standards at the grassroots level; regularly report on the implementation process and results of universal education at all levels to the Steering Committee for universal education at the commune level.
At the same time, synthesizing data on reporting on universal education and illiteracy eradication work to ensure high accuracy and completing the dossier to request the Provincial Steering Committee to recognize the maintenance of universal education and illiteracy eradication standards. Bac Giang province has been recognized by the Ministry of Education and Training as having met the standards for universalizing lower secondary education level 3 in December 2022, universalizing primary education level 3 in December 2016, universalizing preschool education for 5-year-old children in December 2013, and eliminating illiteracy level 2 in December 2022. As of October 2024, compared with the standards, Bac Giang province has maintained the standards for universalizing preschool education for 5-year-old children; universalizing primary and lower secondary education at level 3; and eliminating illiteracy at level 2.
In 2025, Bac Giang aims to continue to consolidate, firmly maintain and improve the quality of standards for universal preschool education for 5-year-old children, universal primary education, universal lower secondary education; maintain the province's status as meeting the standards for universal preschool education for 5-year-old children, universal primary education level 3, illiteracy eradication level 2, and universal lower secondary education level 3.
Maintain 192/192 commune-level units that meet the standards of universal preschool education, universal primary education level 3, universal lower secondary education level 3, and illiteracy eradication level 2. Continue to raise awareness and responsibility of Party committees at all levels, authorities, organizations and the whole society for the work of universal education, compulsory education, illiteracy eradication for adults and promote student streaming in general education...

Adjust accordingly
Besides the achieved results, the work of universalizing education and eliminating illiteracy encountered some difficulties arising in the initial period of merging and implementing two-level local government.
Phu Tho Department of Education and Training pointed out the difficulty in the system of guiding documents on universal education and illiteracy eradication that has not been adjusted to suit the 2-level local government model. The Ministry of Education and Training's software for universal education and illiteracy eradication statistics still operates according to the 3-level model, causing difficulties in updating, statistics and standard recognition; the short software access time (20 days) also affects the reporting progress.
In addition, uneven awareness, difficult economic conditions and local customs limit the mobilization of people, especially ethnic minorities, to participate in literacy classes. In addition, regular funding for surveys, statistics, training to popularize education and eliminate illiteracy is still difficult.
According to Mr. Bach Dang Khoa - Deputy Director of the Department of Education and Training of Bac Ninh, the merger of provinces and communes was implemented from July 1, 2025, and now there are only a few months left until the end of the year; while many contents need to be implemented such as perfecting the Steering Committees at all levels, updating records and population data according to the new boundaries, organizing reviews and re-evaluating the standard level of localities after adjustment.
After the merger, many communes no longer have full-time staff to do the work of universal education and illiteracy eradication; most of the work is assigned to part-time staff who lack expertise. Therefore, it is difficult to ensure the requirements of the tasks, especially the work of updating records, investigating universal education, organizing illiteracy eradication classes and making reports according to regulations.
In addition, changing administrative boundaries disrupts the population data system, age, and education level; causing difficulties in identifying subjects and updating software for universal education and literacy.
From practice, Mr. Bach Dang Khoa proposed to allow the time of assessment and re-recognition of universal education and illiteracy eradication in 2025 at the commune level after the merger to early 2026 (around March 2026) so that localities have time to prepare documents, strengthen personnel and update data according to the new area.
The Department of Education and Training of Phu Tho proposed to review, amend and supplement regulations related to universal education and illiteracy eradication to suit the current 2-level local government model, replacing old regulations applied according to the 3-level model.
Provide additional funding and upgrade software for universal education and literacy eradication to carry out key tasks such as: Investigate and compile accurate and timely data on universal education and literacy eradication; organize training, periodic testing and evaluation, and deploy digital transformation tasks in education administration.
