In the first 9 months of the year, Tua Chua district achieved some outstanding results, such as: Total area of grain crops reached 99.3%; total livestock and poultry herd reached 101.2%; State budget revenue in the area was more than 14.3 billion VND (reaching 101.71% of the assigned estimate); disbursement rate of public investment capital reached 60.08%. Production targets and production support policies were proactively implemented, projects linking production with product consumption and calling for investment were given attention; social security policies, policies for the poor and those with meritorious services were promptly implemented, people's lives were gradually improved.
Currently, the disbursement of capital for national target programs in the district is still slow, only reaching 38.72%; State management of land in some communes is still inadequate; the number of households at risk of falling back into poverty is high... Tua Chua district recommends that the Provincial People's Committee and departments and branches promptly issue guiding documents, adjustments and supplements on the management and organization of implementation of national target programs. Continue to allocate funding sources for infrastructure investment. Consider, balance and arrange additional allocation of local budget counterpart funds to support housing for poor and near-poor households in the district according to Resolution No. 10/2022/NQ-HDND dated July 8, 2022 of the Provincial People's Council.
Vice Chairman of the Provincial People's Committee Lo Van Tien requested Tua Chua district to mobilize and integrate resources to develop agricultural and forestry production, especially focusing on implementing well the projects to support production development in the direction of linking and diversifying community livelihoods under national target programs in the area; promote the restructuring of the agricultural sector, the new rural construction program, associated with the plan to implement the One Commune One Product program. Speed up the implementation progress and disbursement of public investment capital in 2023, especially the 3 national target programs.
Regularly inspect, urge, supervise, and strictly manage the construction progress and construction quality of projects. Do not let disbursement progress lead to lack of legal procedures and affect quality. Review expenditures of joint support projects under national target programs; strive to have no communes with less than 10 criteria by the end of 2023. Focus on speeding up the implementation of granting certificates of land use rights for non-forested forestry land. Strictly manage religious activities in the area. Promote administrative procedure reform, improve the investment and business environment. Ensure to maintain security, politics , social order and safety in the area, consolidate a solid grassroots political system .
On the same day, comrade Lo Van Tien and the working group inspected the project of linking production and consumption of commercial goats; the project of planting green ramie in Lao Xa Phinh commune and the project of planting peanuts and Solanum procumbens in Tua Chua town.
