Also attending the Congress were comrades: Ngo Van Du, former member of the Politburo, former Chairman of the Central Inspection Commission ; Bui Thanh Son, member of the Party Central Committee, Deputy Prime Minister; and comrades of the Party Central Committee who are leaders of central departments, ministries, branches and representatives of local leaders. In particular, the Congress welcomed the participation of 500 delegates representing more than 257,000 party members in the whole Phu Tho province.

Speaking at the opening of the Congress, comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of the Phu Tho Provincial Party Committee for the 2020-2025 term, said that implementing Directive No. 45-CT/TW of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, Congresses at all levels in Phu Tho province were successfully organized, promoting the spirit of democracy, intelligence and high responsibility.

During the preparation process, the documents of the 1st Phu Tho Provincial Party Congress fully absorbed the major viewpoints and policies in the Draft Documents of the 14th National Party Congress; closely followed the directions of the Politburo, the Secretariat and the Party and State leaders; and at the same time received tens of thousands of enthusiastic and responsible opinions from cadres, party members, intellectuals, artists, businessmen and people inside and outside the province with the crystallization of the intelligence, will and common aspirations of the entire Party Committee.

The 1st Congress of Phu Tho Provincial Party Committee, term 2025-2030, is of great significance, marking the opening of a new development period for Phu Tho province after the merger.

With the spirit of Solidarity-Democracy-Discipline-Breakthrough-Development, the Congress focused on discussing and deciding on two important contents: Comprehensively assessing the results of implementing the Resolution of the Provincial Party Congress for the 2020-2025 term, drawing lessons and determining directions, goals, breakthroughs, tasks and solutions for the 2025-2030 term, with a long-term vision, aspiration for strong and sustainable development; Discussing and contributing opinions to the Draft documents submitted to the 14th National Party Congress, contributing to perfecting the country's important strategic orientations.

Comrade Dang Xuan Phong suggested that, promoting the revolutionary tradition of the homeland, each delegate attending the congress should uphold the spirit of responsibility, concentrate their intelligence, and well implement the proposed content and program.

According to the political report presented at the Congress, in the 2020-2025 term, despite some difficulties and limitations, the Party Committee, government and people of the three provinces of Phu Tho, Vinh Phuc, Hoa Binh before the merger and Phu Tho province today have promoted the tradition of solidarity, unity, determination to strive, always closely following and strictly complying with the leadership and direction of the Party Central Committee, the National Assembly, and the Government; correctly and accurately identifying breakthroughs and key tasks to implement the Resolution of the 13th National Party Congress, the Resolution of the Provincial Party Congresses for the 2020-2025 term; promulgating many appropriate mechanisms and policies to exploit and promote potential advantages; proactively and creatively implementing synchronously and comprehensively the tasks,... thereby achieving many important results, basically completing the targets set by the Congress.

The Party building work has achieved many important results, in which Phu Tho has organized research, study, dissemination, propaganda and implementation of the Party's resolutions, directives and conclusions, which have been seriously and effectively implemented, in many diverse forms, suitable to reality. Resolutely, comprehensively and synchronously organizing the implementation of the Central's policies and decisions on reorganizing the political system's apparatus in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency; completing the reorganization of the apparatus and administrative units at all levels and putting into operation the 2-level local government from July 1, 2025.

Along with that, Phu Tho province seriously carried out the work of fighting, preventing and repelling the degradation of political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party; strictly handling degraded Party organizations and Party members, violating Party discipline and State laws. The quality and effectiveness of inspection and supervision work were improved, went into depth and achieved many positive results; closely linking inspection, supervision and Party discipline work with self-criticism, criticism and compliance with State laws.

The mass mobilization work of the political system continues to innovate in content and methods of operation, focusing on the grassroots; internal affairs, prevention and control of corruption, waste, negativity and judicial reform are focused on, with timely and comprehensive leadership and direction. Phu Tho province continues to innovate the working methods, styles and manners of Party committees and authorities at all levels; ensuring science, democracy, adherence to reality, proactiveness and creativity in organizing and implementing tasks.

Phu Tho province's economy has shown many improvements, with an estimated growth rate of 10.09%, ranking 6th in the country; the State budget revenue for the first 8 months of 2025 has reached 100% of the estimate assigned by the Central Government. The province is also one of the first localities in the country to complete the criteria to ensure that the Commune-level Public Administration Center operates effectively and always maintains a sustainable green state.

Along with that, Phu Tho's cultural activities and products are increasingly diverse and rich; cultural heritage, scenic spots, and cultural identities of ethnic groups are preserved, promoted, and linked with tourism development. Education and training continue to be innovated in a fundamental and comprehensive direction.

Notably, social security and welfare work in Phu Tho has received attention, especially poverty reduction work has been implemented effectively, the rate of poor households has decreased rapidly. The whole province has completed the goal of eliminating temporary and dilapidated houses for people with revolutionary contributions, relatives of martyrs, poor and near-poor households.

The Party Committee and the government of Phu Tho province comprehensively and effectively implement the Party's viewpoints and guidelines, the State's policies and laws on national defense, security, and protection of the Fatherland in the new situation; the defense potential and forces are consolidated; the all-people defense posture is built in association with the people's security posture and a solid defense zone.

After the merger of the three provinces, Phu Tho's development position continues to be raised, with a lot of room for development, opening up favorable opportunities for the province to develop strongly and make breakthroughs in the coming time. On that basis, in the 2025-2030 term, the Phu Tho Provincial Party Committee has determined the goal of always being a truly exemplary, united, clean, strong, and representative collective. By 2030, Phu Tho will be one of the growth poles of the Capital region; becoming a center for industrial development, trade, logistics, tourism, healthcare, high-quality training and organizing large cultural festivals associated with national origins; a center for organizing national and international events; a high-growth economy, taking science and technology, innovation, digital transformation, and private economy as the main driving force; a synchronous and modern infrastructure system; cultural heritage preserved and promoted in value....

Development indicators by 2030, Phu Tho has a gross regional domestic product (GRDP) scale more than twice that of 2025; GRDP growth rate at comparable prices of the 2026-2030 period is about 11-12%/year; GRDP per capita is more than twice that of 2025, reaching about 220-230 million VND; total investment capital implemented in the area in 5 years reaches over 910,000 billion VND; urbanization rate reaches 35-40%; trained labor rate reaches over 80-85%; national standard schools at all levels reach over 95%; health insurance participation rate reaches 100%; by 2030 there will be basically no poor households...
