Hope to maintain serious management for long term

The owner of a center specializing in training for competency assessment exams in Ho Chi Minh City said: "Many teachers even come to the center to ask to use the center as a cover to maintain their extra teaching"... Some public school teachers can find ways to circumvent Circular 29, such as from teaching at home to working at the center. At that time, teachers can smuggle exam questions into the center and suggest that students register to study with other teachers but still know the questions in advance. In the future, teachers can even find ways to open their own centers to do this more systematically. There are still many loopholes that the Circular cannot fully address. We hope that management agencies will continue to supplement and maintain strict regulations for a long time, not just 'kidnap and abandon the plate'.
