Quang Nam hidden dangers from the slow progress of the inner-city road project
The Ly Tu Trong inner-city traffic route project is over 1km long (from Km0+000 to Km1+069.60). The project includes repairing and upgrading the roadbed, road surface and works on the route. The project has a total investment of 23.5 billion VND, with the People's Committee of Ha Lam town as the investor. The project implementation period is 830 days, starting in September 2022 and expected to be completed in December 2024. According to Kinh te & Do thi newspaper, this road has many potholes, making it difficult for residents and students to travel. The rainy weather makes the road even more muddy, posing a potential traffic safety risk. Mr. Vo Nhu Bay said that his family had received compensation but the contractor had not yet started construction. This has seriously affected business and trade. For many years, the road has been plagued by the "dusty sun, flooded rain" refrain, and even when it rains heavily, water flows like a flood into the house. According to the people's feedback, this is an inner-city road with a dense population, a vital artery connecting traffic as well as commerce. The road has been seriously degraded over time, so the contractor needs to increase workers and machinery to speed up the project progress. Although the route has been invested in for repair, upgrading and expansion in recent times, there are still many shortcomings. After 2 years of implementation, the project is still "stuck in place", showing no signs of reaching the finish line. Even the construction site is devoid of workers and machinery from the contractor. The contractor has only built the drainage system on both sides, but in short, uneven sections. The section from Dong Son Street down to Highway 1 has seen almost no construction activity. A representative of the People's Committee of Ha Lam town admitted that the project is behind schedule and most likely cannot be completed by 2024. The locality is considering extending the completion time to 2025. Currently, the project has only disbursed about 11 billion VND. The project has also just completed some sections related to sidewalks and drainage systems. Explaining the project's delay, Ha Lam town leaders said that compensation and site clearance work has not met requirements. Along the entire route, there are still 7 plots of land that are being mobilized for payment; 7 plots are still in the process of completing documents; 5 plots are waiting for the issuance of land reclamation notices. Regarding the contractor, the People's Committee of Ha Lam town has worked many times to request speeding up the project progress. When contacted by phone, the contractor's representative, CS 579 Joint Stock Company, said they were still waiting for the site from the investor.
