Quang Ngai organizes the apparatus to create space and foundation for development.

On September 29, the Party Committee of the People's Committee of Quang Ngai province held a conference to review the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "a number of issues to continue innovating and streamlining the apparatus of the political system to be streamlined and operate effectively and efficiently".

Reporting on the implementation results of Resolution No. 18-NQ/TW, Deputy Secretary of the Party Committee of Quang Ngai Provincial People's Committee Dinh Quoc Tuan emphasized that from 2015 to 2024, Quang Ngai Provincial People's Committee approved the Project to streamline the payroll of units to resolve regimes and policies for 3,217 subjects; specifically: 199 people in the administrative sector, 2,685 people in the public sector and 333 people in commune-level cadres and civil servants.

From January 2025 to present, Quang Ngai has resolved policies according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government "On policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the political system" and Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government "On amending and supplementing a number of articles of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the political system" for 2,159 people due to the reorganization of the local government apparatus at 2 levels.

The province has resolved the policy according to Decree No. 29/2023/ND-CP, dated June 3, 2023 of the Government "Regulations on streamlining the payroll" for 126 people; according to Decree No. 154/2025/ND-CP, dated June 15, 2025 of the Government "Regulations on streamlining the payroll" for 121 people who are cadres, civil servants, public employees and 1,757 people working part-time at the commune level. Up to now, Quang Ngai has 14 specialized agencies and 1 other administrative organization under the Provincial People's Committee; of which there are 107 internal organizations under departments, branches and administrative organizations. Regarding commune-level administrative units, after the arrangement, the province currently has 96 commune-level administrative units (including: 86 communes, 9 wards and 1 special zone), reducing 177 commune-level administrative units. The whole province has 1,710 villages and residential groups.

At the conference, delegates discussed and presented papers on the implementation of Resolution 18-NQ/TW associated with improving capacity and effectiveness of state management when operating two-level local governments; Implementing Resolution 18 associated with digital transformation; Activities of special zones, communes and wards associated with the implementation of Resolution 18.

In his concluding remarks, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Quang Ngai province Nguyen Hoang Giang suggested that all levels, sectors and local authorities need to strengthen propaganda and dissemination work so that cadres, civil servants and public employees can raise their awareness of the significance and importance of the work of reorganizing and perfecting the apparatus; promote the positivity, proactiveness and creativity of each level, sector, agency, unit and locality; clearly define the responsibilities of collectives and individuals, especially leaders, in reorganizing and innovating the apparatus of the political system.

The Chairman of the People's Committee of Quang Ngai province noted that the process of restructuring the apparatus must closely follow the guiding viewpoint, be implemented urgently but must ensure caution, certainty, maintain organizational principles; ensure comprehensiveness and synchronization; harmoniously combine inheritance, stability with innovation and development. Projects and plans need to be specifically and scientifically developed, carefully assessed, and anticipate difficulties, obstacles and solutions. The implementation of management, use of payroll, and approval of job positions in the province must follow the regulations of the Central Government and the instructions of ministries and branches; on that basis, adjust the payroll of units in accordance with regulations and practical situations. The province continues to strengthen training and fostering for cadres, civil servants and public employees to improve the quality and efficiency of work, especially for key cadres and civil servants at the commune level to meet the tasks in the new period.
