Determined and united to make Da Nang a growth pole of Vietnam

With “the will determined, the heart united”, Da Nang entered a new development phase, with the goal of becoming a growth pole of Vietnam. The Resolution of the 1st City Party Congress oriented socio-economic development, promoted innovation, science and technology, modern infrastructure and improved people’s quality of life.

The 1st Congress of the Da Nang City Party Committee clearly defined the city's development position, becoming the country's growth pole.

New economic drivers

The 1st Congress of the Da Nang City Party Committee, term 2025-2030, not only sets out development goals, but also serves as a compass to clearly orient the path and position that Da Nang must achieve in the future.

One of the important goals set by the Da Nang City Party Congress by 2030 is to turn the City into a growth pole of Vietnam.

With the accumulated foundation and the new space and opportunities, Da Nang is having a "golden opportunity" to enter the global competition. Recently, the Central Government has issued many policies, mechanisms, resolutions of strategic significance, opening up new development opportunities, creating a combined strength for the development of Da Nang. In particular, policies on planning and strategic orientation play the role of "compass"; policies on special - outstanding mechanisms are institutional "leverage", creating initiative for the City; policies on new growth models such as the International Financial Center, Free Trade Zone... are "engines" to promote outstanding growth. The policy on expanding development space after merging with Quang Nam , brings a large "playground" for Da Nang to promote its potential and advantages.

These new economic drivers have been affirmed in the Resolution of the Da Nang City Party Congress, term 2025-2030.

The Resolution focuses on three breakthrough tasks. Specifically, effectively implementing specific mechanisms and policies; removing difficulties and obstacles, strongly developing the private economy, mobilizing investment resources to develop infrastructure, promoting rapid and sustainable growth. Developing science, technology, innovation, digital transformation associated with developing high-quality human resources, creating strong changes in productivity, quality and efficiency in all fields. Building a modern Da Nang, rich in identity, humane people, with a high quality of life, especially improving the quality of life of people in mountainous areas.

In the field of economic development, Da Nang will focus on exploiting potentials and advantages associated with promoting economic restructuring. In particular, effectively implementing specific policies and mechanisms, focusing on removing difficulties and obstacles to promote socio-economic development. At the same time, vigorously implementing the "four pillars" of Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW. Pioneering the development of new economic models such as digital economy, circular economy, green economy, knowledge economy, etc.

Notably, Da Nang will focus on planning and allocating investment resources according to the spatial orientation of development into two regions, East and West, focusing on promoting the development of six key areas associated with the formation of six growth drivers.

Specifically, developing tourism, high-quality services, associated with international-class resort real estate; preserving and promoting world and national cultural heritage. Developing logistics services associated with synchronous investment in the system of airports, seaports, economic zones, and international border gates. Developing high-tech industry, digital technology, processing and manufacturing industry, supporting industry, associated with accelerating the implementation of ecological industrial parks, researching and developing the Halal industry.

At the same time, the information technology, electronics, telecommunications, and semiconductor industries will be developed in association with the digital economy, energy industry, and renewable energy. High-tech agriculture, forestry, and industrial zones for deep processing of medicinal materials will be developed; marine economy will be developed, modern fisheries centers will be built in association with protecting security and sovereignty over seas and islands. A chain of coastal urban areas will be formed, new, green, large-scale, modern, and smart urban areas will be developed in the Eastern region, and the marine space in Da Nang Bay will be developed.

The city focuses on developing the private economy to become the most important driving force of the economy. By 2030, the average growth rate of the private economy will reach 11.5-12%; the growth rate of private enterprises will reach 20-30%; the contribution ratio of total factor productivity (TFP) to economic growth will be over 55%; and the proportion of the digital economy will reach 35-40% of GRDP.

Da Nang will turn science, technology, and digital transformation into breakthroughs and key drivers for socio-economic development. In addition to developing new technologies, artificial intelligence (AI), and semiconductor chips, the City will also effectively implement a controlled testing mechanism for new technology solutions (sandbox), prioritizing a number of areas such as blockchain, financial technology, AI, and digital assets.

In the new stage, Da Nang will develop synchronous and modern infrastructure, creating breakthrough momentum such as a number of urban railway lines; underground traffic connection projects through Da Nang International Airport; investment in the construction of Lien Chieu Port; upgrading Da Nang International Airport, Chu Lai Airport...

In addition, it will attract projects, PPP investors into key infrastructure, strategic investors in the Free Trade Zone, Chu Lai Open Economic Zone, Vietnam International Financial Center in Da Nang. Calling for large-scale investment projects, potential investors in the fields of high technology, microchips, semiconductors, information technology, mechanics, automobiles, pharmaceutical industry and pharmaceutical processing...

Secretary of the Da Nang City Party Committee, Mr. Luong Nguyen Minh Triet affirmed that the success of the 1st Congress of the Da Nang City Party Committee, term 2025-2030, is not only an important political milestone, but also opens a new development stage, a stage of creating the future of the City.

The Congress highly agreed on the vision of building Da Nang into a modern city with rich identity and high quality of life; one of the important growth poles of the country, a center of creative startups, logistics, finance, high technology, and high-quality tourism in the region and internationally.

“These are big goals, even difficult ones, but they are political imperatives for the city’s future. Our Da Nang today has ‘a large land, a large population, a determined will, and a united heart’, so there is no reason to falter, but must be more determined and stronger. We are completely confident that with a stable political and social foundation, an attractive and favorable investment environment, increasingly improved infrastructure, increasingly high-quality human resources, and the tradition of solidarity, bravery, loyalty, and creativity of the people of Quang Nam, the city is fully qualified to realize the goal of sustainable development, improve the quality of life of the people and rise to stand shoulder to shoulder with major cities across the country and the Asia-Pacific region,” Mr. Luong Nguyen Minh Triet affirmed.

To realize this goal, the Secretary of Da Nang requested the entire Party Committee, the entire people, the entire army and the entire political system of the city to join hands, unite, promote the highest spirit of patriotism, self-reliance and aspiration to rise up, determined to successfully implement the goals and tasks set out in the Resolution of the 1st City Party Congress. Quickly put the Resolution into life with specific and practical actions; create clear, comprehensive and synchronous changes in all areas of political, economic, cultural and social life. At the same time, it is necessary to grasp and effectively exploit opportunities, especially from special policy mechanisms and new development drivers to make the City develop quickly, strongly and sustainably, worthy of the trust and expectations of the Central Government, cadres, party members and people.

Speaking at the 1st Congress of the Da Nang City Party Committee, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, affirmed that the City is facing a promising development opportunity. Therefore, it is necessary to strive for Da Nang to join the group of globally competitive cities; worthy of being a regional nucleus, a growth pole with high influence to localities in the region and the whole country.
