Determined to achieve the goal of a decade of double-digit growth

With the determination to grow over 10% in 2024, the 10th consecutive year, achieving a decade of double-digit growth, Quang Ninh is urgently adjusting the growth scenario based on closely following actual conditions and needs, in accordance with the development process of each industry and each locality.

After 7 months of implementing the socio-economic development tasks in 2024, although the pillars of economic growth, namely processing and manufacturing industry; public investment, non-budgetary investment; services - tourism... were all ensured according to the scenario plan built at the beginning of the year, the development space of Quang Ninh has not really been fully exploited compared to the opportunities and potentials; some bottlenecks and difficulties have revealed many inadequacies.

Comrade Cao Tuong Huy, Chairman of the Provincial People's Committee, directed the adjustment of the growth scenario at the regular July meeting of the Provincial People's Committee.

Specifically, in the processing and manufacturing industry, although it increased by 34.81% in the first 7 months of the year, only 5/16 products reached and exceeded the growth scenario progress, the remaining 11/16 products did not meet the progress. In addition, domestic budget revenue only reached 51% of the estimate, not reaching the average collection rate according to the scenario; the disbursement rate is still low; credit growth increased by only 4.4% compared to the end of 2023, showing that the demand for capital absorption in the economy is still weak... This is creating great pressure on economic sectors in the last months of the year, requiring Quang Ninh to have a clear view, timely and appropriate solutions to solve bottlenecks and exploit existing space.

Closely following the directions from the Provincial Party Committee, Provincial People's Council, especially Resolution No. 20-NQ/TU (dated November 27, 2023) of the Provincial Party Committee on the direction and tasks for 2024 with specific targets such as: Ensuring annual growth of over 10%, the 10th consecutive year, achieving a decade of double-digit growth; state budget revenue of not less than VND 55,600 billion; total social investment capital increases by over 10%, focusing on attracting FDI capital of at least 3 billion USD; total tourists for the year reach over 17 million arrivals...

Processing and manufacturing industry will continue to be the driving force of growth in the final months of the year.

At the regular meeting of the Provincial People's Committee held at the end of July, Mr. Cao Tuong Huy, Chairman of the Provincial People's Committee, requested relevant agencies and units to review and adjust the growth scenario, ensuring actual conditions and needs, in accordance with the development process of each sector and each locality on the basis of closely following the resolutions and conclusions of the Provincial Party Committee and Provincial People's Council. In particular, focusing on growth pillars, exploiting, using and promoting all potentials, strengths, resources, promoting in-depth and sustainable development.

On that basis, the growth scenario has been adjusted by the Provincial People's Committee; an action program on specific tasks and solutions for each month has also been developed; tasks, responsibilities and specific implementation time have been clearly assigned to each unit and locality with a consistent and key spirit: Focus on promoting economic restructuring associated with growth model innovation; closely following the driving forces of industrial parks and economic zones; heritage economy; urban economy, digital economy; dynamism, innovation, effectiveness and efficiency of the public sector and maximizing the synchronous and modern transport infrastructure system, promoting inter-regional and international cooperation and connectivity...

For economic sectors, the increase will be adjusted in almost all fields to ensure the target of GRDP growth rate in the third quarter of 12.02% and in the fourth quarter of 12.85%, ensuring the GRDP growth target for the whole year of 10.9%. In particular, the industrial - construction zone will increase by 9.38%; the service area will increase by 14.86%; product tax will increase by 8.53%, total social investment capital will reach 109,358 billion VND. In particular, with the advantage of being a locality with great attraction in tourism development when effectively implementing many new products and services associated with improving quality. Therefore, the tourist attraction scenario of Quang Ninh in 2024 is adjusted to welcome 19 million visitors, an increase of more than 2 million compared to the resolution and plan in the first phase of the year.

Many new and attractive tourism products are attracting tourists to Quang Ninh.

The development perspective ensures that the province's growth target will be closely linked with cultural and human development through the effective implementation of policies to ensure social security and improve social welfare, especially for policy beneficiaries, meritorious people, people in remote areas, ethnic minority areas, border areas, islands, and disadvantaged areas.

With specific solutions, the initiative and determination of Party committees at all levels, the government and people in the province... in the final months of the year, the set targets and plans will certainly be completed by the province. This will be a new record in the development period of a typical province, leading the country in many fields, a bright spot in innovation in the Northern Delta region, a growth pole in the Northern region as what the late General Secretary Nguyen Phu Trong congratulated and praised during his visit to the province in April 2022.
