According to the National Center for Hydro-Meteorological Forecasting, super typhoon Ragasa is currently active in the sea area east of Luzon Island (Philippines), expected to enter the East Sea on the same evening. It is forecasted that by September 25, the storm will likely directly affect the mainland of the provinces from Quang Ninh to Ha Tinh . This is a very strong storm, with a wide range of influence, accompanied by gusts of wind and dangerous thunderstorms even when the center of the storm is still 300-400km away from the mainland.
Faced with the complex and unpredictable developments of Storm Ragasa, the Prime Minister requested ministries, branches and localities to be proactive, urgent and respond with the highest spirit, not to be passive or surprised in any situation. It is necessary to prepare plans and scenarios for the worst case scenario, ensuring the safety of people's lives and minimizing damage to people's and State's property.
The Prime Minister assigned Ministers and Chairmen of People's Committees of provinces and cities from Quang Ngai to the North to closely direct storm prevention and control work; review and update response plans, especially in coastal areas from Quang Ninh to Quang Ngai - where very strong storm winds are forecast to occur.
Leaders of the following localities: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue were asked to postpone unnecessary meetings and focus all their efforts on directing and implementing response work to the super storm.
In addition, the Prime Minister requested:
- Calling and guiding ships to safe shelters; prohibiting sea travel when necessary;
- Restrict and control traffic during storms to prevent incidents;
- The Ministry of National Defense and the Ministry of Public Security arrange forces and means ready to support the evacuation of residents and rescue when requested;
- The Ministry of Education and Training and the Ministry of Health must ensure the safety of students, staff, and medical facilities, and not interrupt medical examination and treatment and learning activities due to storms.
The Prime Minister reminded localities and people to regularly update weather forecasts and not be subjective in any situation caused by storms.
