Quang Binh Department of Education and Training rectifies revenue and expenditure to organize year-end and end-of-term activities.

On May 31, the Department of Education and Training of Quang Binh province said it had just issued an official dispatch to rectify the implementation of revenue, expenditure and year-end and end-of-term activities at public educational institutions.

According to the Department of Education and Training of Quang Binh province, recently, in some units, there has been a situation of collecting some fees that are not in accordance with regulations, and there is no public organization of collection and expenditure so that parents of students can know.

Most recently, social networks have spread information that a class at D.DT High School (Dong Hoi City, Quang Binh) had a negative fund of 30 million VND, even though it had previously paid a total of 45 million VND for the entire year. Immediately after that, the school determined that the negative amount was 3.8 million VND, not 30 million VND as the information spread on social networks. However, the information spread before that had caused a significant negative effect.

Therefore, the Department of Education and Training of Quang Binh province requests the People's Committees of districts, towns and cities; heads of Departments of Education and Training; and principals of schools to strictly implement the regulations and procedures of the Department of Education and Training; and publicize revenues and expenditures according to the provisions of Circular No. 36/2017 of the Ministry of Education and Training.

At the same time, the Department of Education and Training of Quang Binh province requires educational institutions to check and review the implementation of revenues and expenditures in the 2022-2023 school year; if revenues are collected and used in violation of regulations, they must be returned to the payers, responsibilities must be clarified and handled according to regulations; check revenues and expenditures and report to the Department before June 15.

For classes that organize photo shoots at the end of the school year, the school needs to direct and guide them to avoid offensive images that cause negative public opinion. The Department of Education and Training of Quang Binh province also requires that the organization of parties, year-end summaries, and farewells for final year students (if any) must ensure safety, health, and economy, avoiding ostentation and waste.

The organization of the above activities must have a specific plan and be discussed and agreed upon by the Party Committee, the Board of Directors, the Youth Union, the homeroom teachers, and the Parents' Association (when there is consensus from the parents).
