Speaking at the conference, Deputy Minister of Home Affairs Cao Huy emphasized that in the process of innovation and international integration, the legal system on labor, employment, wages, social insurance, unemployment insurance, occupational safety and hygiene... has been gradually improved. These policies are of great significance, both ensuring the legitimate rights and interests of workers and contributing to the stability and sustainable development of enterprises and society.
However, compliance with labor and social insurance laws in many places is still limited; a number of employees do not fully understand their rights and obligations; some businesses have not fully implemented regulations, and debt and evasion of social insurance payments still occur. This requires functional units to innovate propaganda and dissemination methods to raise awareness and responsibility of both employees and employers. Good implementation of labor laws also helps build harmonious and stable labor relations, promote production and business development, and create a foundation for local socio -economic development.
Sharing the new points of the 2024 Social Insurance Law, Mr. Tran Thanh Nam, representative of the Department of Wages and Social Insurance, Ministry of Home Affairs, emphasized the subjects of participation; sickness, maternity, retirement, death benefits; salary as the basis for social insurance payment; late payment and evasion of payment. Mr. Tran Thanh Nam also noted that enterprises need to correctly identify the subjects of participation, salary as the basis for social insurance and unemployment insurance payment, as well as ensure the rights and responsibilities of employers.
At the conference, delegates also discussed the 2025 Employment Law; policies to support job creation, credit loans to create jobs, and vocational skills development; groups of policies to manage the labor market flexibly, effectively, modernly, sustainably, and integratedly; perfecting unemployment insurance policies as a tool to manage the labor market; developing skills, improving the quality of human resources, and promoting sustainable employment.
Having worked with businesses and employees for many years, Ms. Nguyen Thi Thi Nga, representative of App Liacz Vietnam Joint Stock Company, Tan My Ward, Ho Chi Minh City, determined that compliance with labor laws is not only an obligation, but also a benefit, helping to promote internal strength, improve productivity, competitiveness, build a reputable brand and good corporate culture. Good implementation of these policies also helps build good labor relations, minimize disputes, create a stable working environment, motivate employees, improve operational efficiency, and contribute to sustainable economic development.
“To do this well, businesses always pay attention to comprehensive welfare, implement good policies and regimes for employees; strengthen social dialogue to build effective labor market policies…”, Ms. Nga emphasized.
Also at the conference, units under the Ministry of Home Affairs also had dialogues and answered many questions for domestic and foreign enterprises on issues related to foreign workers working in Vietnam; experiences in implementing labor laws on labor contracts, wages, working hours - rest hours, labor discipline - material responsibility and some notes in organization and implementation...
