Strengthening unified management but needing to maintain the identity of the National University

GD&TĐ - Transferring two National Universities to the Ministry of Education and Training's management opens up opportunities for system unification, but also requires administrative innovation.

On August 12, Deputy Prime Minister Le Thanh Long signed a decision to promulgate a list of public service units under the Ministry of Education and Training .

Accordingly, Hanoi National University and Ho Chi Minh City National University are among 65 public service units under the Ministry of Education and Training.

This change is considered an important step to strengthen the university education management system in a unified and synchronous direction.

According to Dr. Vu Quang - Principal of the Ho Chi Minh City School of Education Management, centralizing management at the Ministry of Education and Training helps reduce dispersion, facilitates common policy making, and ensures an equal environment among higher education institutions.

Dr. Vu Quang said that this change also creates many advantages for the management and training of educational managers.

Firstly, centralizing management at the Ministry of Education and Training helps to formulate policies and general development strategies conveniently and consistently, while creating an equal environment for state management of higher education institutions.

Second, the Ministry of Education and Training can apply a set of criteria for quality assessment and monitoring uniformly for the entire system, including the two National Universities.

This ensures that leading entities also comply with regulations in a transparent manner.

Third, being under the Ministry of Education and Training also promotes internal connectivity and cooperation, plays a bridging role, and helps form a more open research and training network.

Dr. Vu Quang added that the challenge of two National Universities exercising autonomy while meeting accountability requirements before the Ministry of Education and Training can be viewed from many aspects.

The board of directors must proactively plan long-term strategies, make breakthrough decisions and take full responsibility for results; at the same time, promote the role of financial management, strategy, public relations and risk management.

They need to build an internal accountability system, strengthen supervision, and overcome limitations from traditional management culture.

"In addition, balancing the promotion of scientific creativity with national development goals, and balancing the economy and social mission is also a difficult problem. Managers must have a vision to adapt to the trend of commercializing education while maintaining the mission for the community," said Dr. Vu.

In addition, public pressure and issues related to school reputation require crisis response and communication skills.

For those working in management training, the challenge is to build a “two-in-one” training program: equipping modern management skills to promote autonomy, while at the same time training accountability capacity, ensuring transparency and responsibility to the Ministry of Education and Training and society.

"The challenge does not lie in how much power the National University has, but in the capacity of management staff to balance autonomy with accountability, turning dual pressure into a driving force for reform," he affirmed.

Dr. Vu Quang also emphasized three important goals of the new mechanism.

That is financial management in the direction of autonomy, transparency and efficiency; human resource management combining promoting individual creativity and carrying out social missions; systematic development strategy, both consistent with Party and State policies and adapting to international integration.

From the perspective of training managers, he expects that this innovation in management model will bring many fundamental values ​​such as standardizing management capacity according to new requirements; creating a practical learning environment from the pioneering model of the National University.

At the same time, professionalize the leadership and management team of higher education; build a management community to spread new standards and expand international integration, bringing Vietnamese management standards closer to the world.

Dr. Vu Quang noted that there needs to be close direction and synchronous coordination among relevant parties to avoid unwanted impacts. Of these, the most worrying is the risk of losing the uniqueness and inherent flexibility of the National University, thereby affecting university autonomy.

In addition, issues related to budget and administrative procedures also need to be handled promptly to ensure that the operational efficiency of these two special universities is not impaired.
